Abstract

АНОТАЦІЯ Цуп О. В. Чеська Республіка і Україна в міждержавних відносинах кінця ХХ − початку ХХІ ст. − Рукопис. Дисертація на здобуття наукового ступеня кандидата історичних наук зі спеціальності 07.00.02 − Всесвітня історія. − Львівський національний університет імені Івана Франка, Львів, 2009. У дисертації досліджено процес формування й здійснення системи співробітництва між Чеською Республікою та Україною наприкінці ХХ − на початку ХХІ ст. Висвітлено передумови становлення двосторонніх взаємин на початку 1990-х рр. та визначено місце й роль рівнів, форм і механізмів співпраці центральних органів державної влади та управління в системі міжнародних відносин і зовнішньої політики незалежних Чехії та України. Проаналізовано двосторонні відносини щодо вдосконалення договірно-правової бази, чинники та механізми здійснення торговельно-економічних і науково-технічних контактів, специфіку міжреґіонального співробітництва. Досліджено взаємозв’язки в гуманітарній сфері, особливості підходів сторін до взаємної ґарантії прав національних меншин. Розглянуто основні аспекти спільної діяльності в рамках реґіональних європейських проектів, а також стан та рівень взаємодії Чеської Республіки й України в умовах євроінтеґрації. Виділено досвід двостороннього співробітництва впродовж зазначеного періоду, його головні уроки та перспективи для подальшої співпраці між обома країнами. Запропоновано авторську періодизацію сучасних чесько-українських міждержавних відносин. SUMMARY Tsup O. V. Czech Republic and Ukraine in interstate relationships at the end of 20 − beginning of 21 cent. − Manuscript. The thesis for the Candidate Degree in History. Speciality 07.00.02 − World History. − The Ivan Franko Lviv National University, Lviv, 2009. In dissertation a thorough research of establishing and carrying out of the system of cooperation between the Czech Republic and Ukraine at the end of 20 − beginning of 21 cent. has been done with profound reworking of a wide range of literature sources along with including into scientific circulation a number of novelty materials from the central state and departmental archives. The investigation of the above mentioned question is of an utmost importance in terms of the optimization of intra- and interpolitical life of the both countries, the further development of their cooperation and integration of Ukraine into European structures. The preconditions of establishing a two-way relationship at the beginning of 1990s have been investigated. The foundations of intergovernmental Czech-Ukrainian relations of a new type were laid at the start of 1990s in the existing Czech and Slovak Federal Republic and the USSR. Throughout 1990−1992 a legal basis for direct Czech-Ukrainian relations in political-diplomatic, economic and cultural domains were established. Concluded bilateral intergovernmental treaties along with branch and operating agreements provided the opportunity for purposeful formation of effective bilateral collaboration system. It has been pointed out that the process of formation and development of Czech-Ukrainian cooperation at the end of 20 − beginning of 21 cent. possessed system characteristics. The evolution of various trends, shapes and types of relations and the formation of a bilateral interstate cooperation structure occurred under the purposeful guidance of states and state bodies of all levels, which in its turn accelerated the evolving of the whole efficiently functioning system of two-way good-neighborly relations and, thus, laid the foundation of strategic partnership. There have been suggested the directions of Czech-Ukrainian cooperation in political, social-economic, scientific-technical, humanities spheres within the framework of the European Union and leading European organizations (Council of Europe, Organization for Security and Cooperation in Europe, Central European Initiative, Central European Free Trade Agreement, Visegrad Cooperation). The mechanisms of improving the implementations of bilateral agreements along with the perspectives for their further developments have been defined. Also, much attention has been paid to the special features of the approaches of both sides to mutual guarantee of national minorities’ rights. Having done the analysis of intergovernmental relations within the above-mentioned time frame, the researcher comes to certain conclusions and recommendations along with the suggestions in terms of carrying out further collaboration. There have been identified positive (first and foremost, common national-state interests aimed at peace and international security consolidation and their contribution into creating of a new system of joint security with stability on global and European scale) and negative (a bit different international and geopolitical situation, appurtenance to various integrational associations and units, etc) factors, which had their impact on the development of the system of Czech-Ukrainian cooperation and will further define its evolution. The author has suggested a new periodization of intergovernmental relations between the Czech Republic and Ukraine, which consists in distinguishing 4 major stages. Each stage allows to trace the peculiarities of fulfilling of bilateral collaboration.
