Тенденції підвищення фінансової спроможності місцевих бюджетів децентралізованого типу

Abstract

У статті здійснено дослідження сучасного стану та проблемних аспектів реформування бюджетної системи України у контексті бюджетної децентралізації. У процесі наукового пошуку розкрито зміст категорії «об’єднана територіальна громада», висвітлено сутність та значення бюджетів рівня об’єднаних територіальних громад у бюджетній системі держави. Здійснено аналіз організаційно-правових умов бюджетної децентралізації на основі опрацювання вітчизняних нормативно-правових актів та проведено моніторинг інституційного забезпечення підвищення фінансової спроможності місцевих бюджетів. На основі комплексного аналізу стану виконання місцевих бюджетів Тернопільської області обґрунтовано необхідність укрупнення територіальних громад з метою формування спроможних та самодостатніх місцевих бюджетів для забезпечення зростання якості життя й добробуту населення базовому рівні. It is expected to outline the trends in the budget system reform aimed at decentralization and increased financial capacity of local budgets, determine the benefits and risks of relevant changes in the tax and budget legislation, to characterize the nature and role of united communities in the budgetary system of Ukraine, budget review changes in the budgets capacity of local communities, discover positive tendencies, effects and incentives for further consolidation of territorial communities of Ukraine in the process of fiscal decentralization. The article studied the current state and problematic aspects of the reform of the budgetary system of Ukraine in the context of fiscal decentralization. In the process of scientific research disclosed the content of the category of "unified territorial community", determined the nature and significance of the budgets of local communities level in the budgetary system of the state. The analysis of organizational and legal conditions of fiscal decentralization and monitoring of institutional support of increasing the financial capacity of local budgets is given. Basing on a comprehensive analysis of the current status and trends of performance of the local budgets of Ternopil region the necessity of consolidation of local communities in order to create capable and self-sufficient local budgets to ensure the growth of the quality of life and well-being of the population a basic level it proved. This article first gives the comprehensive analysis of the actual state of financial support of united territorial communities that from 2016 became the part of the consolidated budget ot Ternopil region. By establishing causation and using the method of comparing the positive and negative factors of ensuring the financial sustainability of budgets of united communities by region is given.
