Соціальне підприємництво як інструмент диверсифікації фінансування соціальної політики

Abstract

У статті розкрито ключові іманентні ознаки соціального підприємництва, визначено його відмінності від благодійницької діяльності та корпоративної соціальної відповідальності. Охарактеризовано найбільш перспективні для України типи соціальних підприємств та сфери їх функціонування. Доведено, що розвиток соціального підприємництва стримує низка формальних та неформальних бар'єрів, загальна нерозвиненість інституційного середовища його функціонування. Обгрунтовано, що відсутність правової визначеності критеріїв ідентифікації соціальних підприємств ускладнює аналіз їх розвитку в Україні. Охарактеризовано неформальні бар'єри розвитку соціального бізнесу, пов'язані із недостатнім інформуванням громадськості про його переваги, інертністю суспільства та недовірою до суб'єктів господарювання, які декларують соціальні цілі діяльності. Визначено перспективи вдосконалення інституційного середовища функціонування соціального підприємництва та механізму стимулювання його розвитку в Україні / The article reveals the key immanent features of social entrepreneurship, identifies its differences from charitable activities and corporate social responsibility. It is substantiated, that the activity of a social enterprise bases on the goal of social effect achieving, and therefore social entrepreneurship should be considers as an alternative to budget expenditures increasing on social policy. The immanent features of social entrepreneurship are highlighted, namely the social mission of activity, innovative approach to solving social problems, use of business management methods, high level of transparency and responsibility for results. In the article characterized, that such types of social enterprises as the type of "employment" and the type of "financing of services" are promising for Ukraine, and the priorities of their functioning are defined (employment of internally displaced persons, people who have an experience of domestic violence, homelessness; assistance to people with disabilities). It is proved, that the development of social entrepreneurship constrains by formal and informal barriers, the general underdevelopment of the institutional environment of it's functioning. It is substantiated, that the lack of legal certainty of social enterprises identification criterions complicates the analysis of their development in Ukraine, as estimates of these enterprises number differ tenfold. Informal barriers of social entrepreneurship development associate with insufficient public awareness of its benefits, society inertia and distrust of businesses that declare social goals. The article substantiates advantages of legal regulation of social entrepreneurship through the addition of current legislation, and it proves disadvantages the adoption of separate law about social entrepreneurship. Prospects for improving the social entrepreneurship institutional environment are identified. It is pointed advantages of instruments of social entrepreneurship development stimulating, such as soft loans, expanding access to participation in public procurement and lease of state and municipal property, legal and consulting assistance.
