Abstract

АНОТАЦІЯ Лизун М.В. Випереджаюче економічне зростання: міжнародний та український аспекти. – Рукопис. Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.02 – світове господарство і міжнародні економічні відносини. – Тернопільський національний економічний університет, Тернопіль, 2007. Дисертація присвячена ідентифікації шляхів та механізмів випереджаючого економічного зростання України на основі використання комплексного підходу, що ґрунтується на формуванні та розвитку інноваційних чинників зростання і забезпеченні прийнятних стандартів життя. В дисертаційній роботі значної уваги приділено теоретичним основам випереджаючого економічного зростання, комплексному аналізу основних чинників, які визначають випереджаюче економічне зростання України та країн світу. Здійснено порівняльний аналіз моделей економічного зростання світової та української економіки. Визначено пріоритетні напрями розвитку світової та української економік в контексті моделей економічного зростання, що 6 відображають етап розвитку національної економіки і потенційні переваги "точок зростання". Запропоновано модель випереджаючого зростання України, в основі якої покладено досягнення темпів зростання української економіки у 2-3 рази вищих, ніж у розвинутих країнах світу за рахунок використання інноваційного, наукового та освітнього потенціалу, забезпечення підвищення рівня та якості стандартів життя населення. Розроблено механізми забезпечення високих темпів зростання економіки, що реалізуються через поєднання фінансових важелів для активізації "точок зростання", створення умов для забезпечення стабільного інноваційного зростання, диверсифікацію економічної політики з метою підвищення конкурентноздатності країни та соціальних стандартів життя. Thesis for the Scholarly Degree of Candidate of Economic Sciences in speciality 08.00.02 – World Economy and International Economic Relations. – Ternopil National Economic University, Ternopil, 2007. The dissertation is devoted to the patterns and mechanisms identification of leading economic growth of Ukraine, based on use of the complex approach of formation and development of innovative factors of growth and providing the acceptable living standards. Theoretical bases of leading economic growth, the complex analysis of major factors, which define leading economic growth of Ukraine and the world countries, are spared in dissertation. Stages of evolutionary transformation of economic growth models according to the features of national economy development are defined; prominent features of separate national economic growth models, which attained the best results, are selected and also their classification is conducted. The first section “Scientific bases of economic growth theory in the context of world development” devoted to the complex research of theoretical positions of essence and maintenance of category of leading economic growth. Evolutional development of economic growth theory, research methodology, and also new economic growth strategies are considered. Understanding of the economy growth as result of public recreation exhausted itself. The modern concept of the economic growth, in author opinion, accents attention on its quality side, which is expressed in the increase of population welfare and competitiveness of country. Therefore is important research of economy growth quality, strengthening of its social orientation. Research of leading economic growth is conducted as allows to mark the category of country development, that it such economic growth the rates of which in 2-3 times exceed the proper index of the developed countries. It is based on structurally technological modernization taking into account postindustrial tendencies, investments, its base and motive force is humanizing, and purpose is an increase of population welfare. In the second section the “Comparative analysis of economic growth models of world and Ukrainian economy” the considerable attention are spared to research of features of realization of separate national patterns of economic growth, authentication of the used "growth points" and systematization of factors which provided the increase of efficiency level of the economy growth and international competitiveness of these countries. The comparative analysis of economic growth models of world and Ukrainian economy is carried out. The analysis of dynamics and progress of the Ukrainian economy trends is conducted in the area of international competitiveness. Priority 8 directions of world and Ukrainian economy development in a context of economic growth models which represent the stage of national economy development and potential advantages of "growth points" are defined. The regressive analysis of GDI dependence is conducted from such factors, as investments in the fixed assets, charges on fundamental researches and assistance scientific and technical progress, education and science financing. In the third section the “Leading economic growth of Ukraine” is developed leading economic growth model of Ukraine and mechanisms of its function. Analysis of the systems of priority development directions of national economies of the world, used elements of unbalanced growth theory are allowed to identify "growth points" for Ukraine and to develop the principle chart which represents the effect of policy of "growth points". The determining characteristic of "growth points" is the increase of return of capital and cutting of specific costs productions, which are base on the new technological mode in an economy. That must stimulate investment processes first of all from private sources on the base of the accumulated financial resources. It costs to take to the financial mechanisms of providing the leading economic growth model: - special government investment programs and credit special programs; - increase of financing of fundamental and applied researches, - stage-by-stage decline of tax pressure on enterprises, that will allow them quickly to accumulate a stabilizing capital, extend a production, hold out afloat in the conditions of instability of financial market; - strengthening of motivation to piling up of financial resources by a population and them the investment use in the Ukrainian economy; - connection rates of increase of profits and social guarantees of population with the leading economic growth rates. It is offered model of leading economic growth of Ukraine, which base on necessary achievement of growth rates of the Ukrainian economy in 2-3 times higher, than in developed countries of the world at the expense of use innovative, scientific and educational to potential, maintenance of increase of level and quality of living standards. It is developed mechanisms of maintenance of high rates of economic growth, which are realised through association of financial levers for activization of "growth points", creations of conditions for maintenance of stable innovative growth, diversification economic policy for the purpose of increase the competitiveness of the country of social living standards.
