Армія української Центральної Ради та її досвід для сучасності: історико-правове дослідження

Abstract

Досліджено роль і значущість власної Армії для Української держави за Центральної ради в 1918 р., зокрема в період її «другого правління», і на сучасному етапі державотворення. Висвітлені особливості формування Армії української Центральної Ради на завершальному етапі її діяльності та окреслена важливість цього досвіду для сьогоднішньої розбудови держави. Визначені основні напрями створення і функціонування Війська Української Народної Республіки в цей період. Проаналізовані й оцінені основні уроки військового будівництва УЦР, його позитивні і негативні сторони. Акцентована увага на організаційно-правових основах формування Армії Української Народної Республіки у вказаний період (законодавча база; правове забезпечення державного будівництва і створення Війська Української Центральної Ради). The article investigates the role and significance of its own Army for the Ukrainian state during the time of the Central Rada, in 1918, in particular, in the period of its «second government» and at the present stage of state building. It is peculiarities the formation of the army of the Ukrainian Central Rada at the final stage of its activities and outlined the importance of this experience for today’s state-building. The basic directions of creation and functioning of Forces of the Ukrainian national Republic in this period are determined. The author singled out building features its own army at the beginning of the twentieth century and in modern times. It was carried out at the Armies of former states. In the first case army was based on the Russian imperial army in the service of which there were at least four million Ukrainian. In the second - the Soviet army «after the proclamation in 1991 of independence, Ukraine inherited one of the largest groups of troops in Europe, equipped with nuclear weapons and relatively modern examples of conventional weapons and military equipment, which has voluntarily liquidated. Are analyzed and assessed the main lessons of military construction UCR, its positive and negative sides. The attention is focused on the organizational and legal basis of the formation of the Army of the Ukrainian national Republic in the reference period (legislative base, legal support of state building and creating Army of the Ukrainian Central Rada). A comparative analysis of military construction Ukrainian Central Rada and Ukraine on the modern stage of revival, the last 25 years, are conducted. It is noted evolution ratio to create own armed forces. In particular, highlighted the idea first President Leonid Kravchuk on the process of building the Army in Ukraine.
