    Методичні підходи до оцінювання фінансової збалансованості солідарної системи пенсійного страхування

    У статті розкрито теоретико-методичні засади оцінювання фінансової збалансованості солідарної системи пенсійного страхування та її впливу на систему публічних фінансів України. Обґрунтовано сутність фінансової збалансованості пенсійної системи та запропоновано методичний підхід до її оцінювання, який передбачає використання системи взаємопов’язаних індикаторів, а саме коефіцієнтів загальної збалансованості, загального та абсолютного самозабезпечення, а також фінансової автономії з подальшим розрахунком інтегрального індикатора. Проведений аналіз показав, що останні роки позначені тенденцією до підвищення рівня фінансової збалансованості Пенсійного фонду України, зумовленою зростанням власних доходів та стримуванням темпів зростання витрат на надання пенсійних трансфертів. Водночас встановлено, що досягнуті позитивні результати мають обмежений характер та значною мірою зумовлені специфічними умовами воєнного періоду. Доведено, що солідарна пенсійна система зберігає суттєву залежність від бюджетних трансфертів, що формує фіскальний тиск на державний бюджет та обмежує можливості фінансування інших суспільних потреб. The article develops theoretical and methodological approaches to assessing the financial balance of the solidarity pension insurance system and determining its impact on the public finance system of Ukraine. The financial balance of the pension system is substantiated as a complex economic characteristic reflecting the system’s ability to fulfill its pension obligations through its own financial resources and indicating the degree of its financial autonomy and sustainability. It is emphasized that the financial balance of the solidarity pension system plays a crucial role not only in ensuring adequate social protection for the elderly population but also in maintaining the overall stability and flexibility of public finances. A methodological approach to assessing the financial balance of the solidarity pension system is proposed, which is based on a system of interrelated indicators. These include the general financial balance ratio, the general self-sufficiency ratio, the absolute self-sufficiency ratio, and the financial autonomy ratio. The application of these indicators makes it possible to assess different levels of financial equilibrium, determine the degree of dependence on state budget transfers, and evaluate the internal consistency between insurance contributions and pension expenditures. Based on these indicators, an integral financial balance index is developed using a weighted additive method and rank normalization. This integral indicator allows for a comprehensive assessment of the financial condition of the pension system and provides an analytical basis for monitoring its long-term sustainability. The empirical analysis of the Pension Fund of Ukraine for the period 2016–2024 revealed a gradual increase in the level of financial balance, driven primarily by the accelerated growth of own revenues, particularly due to increased social contributions. This contributed to strengthening the financial autonomy of the pension system and reducing its relative dependence on budget support. However, it is substantiated that this improvement has a limited and partially artificial nature, as it was influenced by extraordinary factors related to wartime conditions, including increased government defense spending and restrained pension expenditure growth. The study also confirms that the solidarity pension system continues to exert significant fiscal pressure on the state budget, as substantial financial resources are allocated to support pension payments. This reduces the flexibility of budget policy and limits the government’s ability to finance other important social and economic priorities. It is concluded that ensuring the long-term financial balance of the solidarity pension system requires comprehensive structural reforms aimed at expanding the contribution base, reducing informal employment, strengthening insurance principles, and increasing financial autonomy.
