Історична логіка становлення суспільних фінансів

Abstract

Розкрито відмінності у поняттях “суспільні фінанси”, “публічні фінанси”, “державні фінанси”, “колективні фінанси” у контексті історичної трансформації. Розглянуто історичну логіку становлення сучасної концепції суспільних фінансів. Охарактеризовано феномен фінансової формації суспільства. Досліджено трансформацію форми та змісту фінансових інститутів у контексті зміни соціальних, політичних та економічних чинників. Проведено загальний інституційний аналіз історичних моделей організації централізованих фінансів держави. Introduction. The method of centralized state financial resources has evolved significantly over the historical development. This suggests the gradual change of state finances and the financial structure of society. Purpose. In the article the historical logic of public finances is investigated in the light of the evolution the essence and form of financial institutions in the context of socio-economic and socio-political transformation.Method. The method of research – historical and logical approach in conjunction with the combined study of economic and institutional factors in history of finance. Results. The characteristics of society financial formations at different historical stages – collective finance, monarchical finance, public finance and institutional features of used financial instruments was given. Conclusion. The article consist conclusions about the optimal use by financial science concepts of public finances and state finances, given their historical logic.
