Режим валютного таргетування як напрям макроекономічної стабілізації в Україні

Abstract

В статті розглядаються основні тенденції впливу валютного курсу на перебіг макроекономічних процесів в Україні. Досліджується досвід провідних країн світу в частині заходів грошово-кредитного регулювання. Обґрунтовується комплекс передумов, методів і заходів для ефективного запровадження валютного таргетування в Україні. In the article the basic tendencies of influence of exchange rate on macroeconomic processes in the Ukraine are examined. Is investigated the experience of the leading countries in the section of the measures of money credit - regulation. Is substantiated the complex of the necessary conditions, methods and measures for the effective realization of monetary targeting in the Ukraine. The purpose of the research is the analysis of international experience in the use of different modes of inflation targeting, which used by the Central Bank to achieve the main goals of monetary-credit policy, and identifying the necessary conditions for the effective implementation of monetary targeting in Ukraine. The method: research based on statistics of monetary policy of Ukraine and foreign countries, and expression of their own proposals for the introduction of a regime of monetary targeting in Ukraine. The analysis of published scientific research leads to the conclusion that a number of important aspects of the impact of exchange rates on the stability of the macroeconomic environment, the effectiveness of the application of different types of inflation targeting in Ukrainian realities, taking into account the dependence of the economy from the currency factor remains insufficiently studied that allows authors to make their own contribution to the development of this problem. To maintain the stability of exchange rates is necessary to ensure that the binding is not the dollar, and the currency basket. This method is the most soft and painless for the Ukrainian economy, because it will help smooth out the adverse effect of fluctuations of the external markets and relieve dependence on one currency. However, to this method of stabilization of exchange rates was effective, you need to-first create a transparent, adequate to the requirements of Ukrainian market scheme of calculation of exchange rates, to ensure the availability of reserves in their respective currencies and develop a viable scheme targeting currency exchange rate.
