Social Discourse in the Context of Achieving Sustainable Development.

Abstract

The value of targeted program funding is that it allows to approach the solution of social problems in a comprehensive way and contributes to the implementation of the Sustainable Development Goals of Ukraine. A negative feature of targeted programs is the risk of funding on a residual basis. Long-term practice shows that in case of lack of funds in the budget, first of all, their financing is suspended. When applying the program-target method, on the one hand, there is a real need to develop new programs aimed at solving painful related problems, and on the other - the successful implementation of a large number of programs, as practice shows, can not be because the goals are not achieved their efficiency decreases. Systematic underfunding of state targeted social programs discredits the program-targeted method, designed to ensure the concentration of resources on priority areas and a comprehensive approach to solving individual problems. The deadlines for achieving the goals of the program are delayed, as it is possible to implement only individual projects.
