Abstract

АНОТАЦІЯ Крупей О. М. Фіскальна консолідація: інструменти і перспективи запровадження в Україні. – Рукопис. Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.08. – гроші, фінанси і кредит. – Тернопільський національний економічний університет, Тернопіль, 2015. У дисертаційній роботі здійснено науково-теоретичне обґрунтування, проведено оцінювання та запропоновано напрями застосування фіскальної консолідації. Узагальнено й уточнено підходи до визначення сутності фіскальної консолідації, розкрито зміст довгострокової фіскальної консолідації та обґрунтовано інструменти її реалізації у вітчизняній економіці. Дано оцінку податкових і бюджетних інструментів фіскальної консолідації, визначено поняття фіскального мультиплікатора та проведено аналіз бюджетної й боргової стійкості. Виявлено тенденції показників фіскальної консолідації. Вивчено зарубіжний досвід і запропоновано можливі шляхи його імплементації в Україні. Зроблено прогноз майбутньої суми державного боргу та побудовано модель, яка допоможе здійснювати ефективне управління фіскальною консолідацією у процесі її запровадження урядом. A scientific-theoretical ground is carried out in dissertation work, an estimation is conducted and directions of application of fiscal consolidation are offered. The approaches to defining the essence of fiscal consolidation are summarized and specified. As a result of systematization of theoretical conceptions of fiscal consolidation and by the account of tendencies of the modern state of economy, the own approach is offered to interpreting the concept of long-term fiscal consolidation, grounded instruments of its realization in a domestic economy. An estimation is in-process given to the tax and budgetary instruments of fiscal consolidation, the fiscal multiplier concept is defined, the analysis of budgetary and promissory firmness is conducted. The tendencies of indexes of fiscal consolidation are educed. The analysis of foreign experience is conducted and the possible ways of his implementation are offered in Ukraine. The forecast of future public debt and the model that helps make efficient management of fiscal consolidation in the process of introducing government. It is determined to obtain the result that the process of fiscal consolidation is the introduction of effective independent fiscal agencies that conduct tax and fiscal policies in accordance with their powers.
