Abstract

АНОТАЦІЯ Горин В. П. Державне фінансове забезпечення соціальних гарантій. -Рукопис. Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.08 - гроші, фінанси і кредит. - Тернопільський національний економічний університет, Тернопіль, 2010. У дисертації проведено дослідження теорії і практики державного фінансового забезпечення соціальних гарантій у контексті його відповідності критеріям соціальної безпеки. Встановлено сутність та розглянуто роль соціальних гарантій як інструменту вияву розподільчої функції державних фінансів, з'ясовано їхнє місце у системі соціальної безпеки. Узагальнено теоретичні підходи до розкриття змісту державного фінансового забезпечення соціальних гарантій, виділено його основні принципи і визначено структуру. Проаналізовано проблеми діючого механізму формування фінансових ресурсів на забезпечення соціальних гарантій населенню в Україні. З'ясовано роль держави у формуванні матеріального добробуту населення, а також досліджено практику державного фінансування соціальних гарантій споживання суспільних послуг. Проведено оцінювання достатності державного фінансування соціальних гарантій для досягнення соціальної безпеки. Складено рекомендації щодо вдосконалення вітчизняної практики державного фінансового забезпечення соціальних гарантій. За допомогою економіко-математичного моделювання зроблено середньостроковий прогноз динаміки видатків держави на фінансування соціальних гарантій. Розроблено пропозиції щодо вдосконалення формування фінансових ресурсів на забезпечення соціальних гарантій та оцінювання ефективності видатків держави на досягнення соціальної безпеки. The thesis is dedicated to the research of the theory and practice of the state financial providing of social guarantees in the context of its accordance to social security criteria. The essence of social guarantees are set and its role as an instrument of distributive function of state finances is investigated, and also their place in the system of social safety are shown. Theoretical approaches of determination of the state financial providing of social guarantees are generalized, its basic principles and structure are selected. The problems of mechanism forming of financial resources on providing of social guarantees to population in Ukraine are analyzed. The state role in financing of population financial welfare are analyzed, and also practice of the state financing of social guarantees of public services consumption are explored. The estimation of sufficientness of the state financing of social guarantees for providing of social security is conducted. On the basis of foreign experience the recommendations in relation to the improvement of domestic practice of the state financial providing of social guarantees are formulated. With the help of economic-mathematical modeling the medium-term prognosis of dynamics of the state financing of social guarantees are done. Suggestions in relation to the improvement of forming mechanism of financial resources on providing of social guarantees are offered, and also suggestions in relation to the improvement of evaluation of efficiency of the government spending on providing of social safety are proposed.
