dc.description.abstractThe article highlights the problems of theoretical and empirical scientific research of labor potential development, filling with a new content its financial support in the formation of the service economy. The theoretical and methodological basis of the research compiled dialectical, system and logical and statistical methods of scientific knowledge, which allowed ensuring probability and validity of conclusions and recommendations. The theoretical significance of the research lies in the fact that the fundamental postulates of economic policy, the expediency of the research of the service concept of the state, which is based on the influence of state institutions on modeling and implementation of public and personal interests and needs, which are vital for citizens, are updated. In the conditions of the new economic reality caused by the consequences of the large-scale COVID-19 pandemia, when there is social distancing and further weakening of economic and labor activity in the world, it is important to monitor the ratio of wages and costs of services as well as management of the needs and provision of services. Three main rich in content features of labor potential are systematized: resource or stock of labor; ability or possibility to work; integrated assessment of the characteristics of the economically active population. Such components of gross domestic product as employees’ salaries, final consumer expenditures of the household sector and final consumer expenditures of the general government sector for 2010-2019, which play an important role in the development of labor potential, are analyzed. It is argued that for the development of labor potential of the country in general and the region in particular the number and composition of economically active population have a significant impact, so for the improvement of its quantitative indicators and qualitative characteristics it is expedient to pay special attention to funding education and professional training of citizens; for ensuring worthy working conditions and improvement of professional competencies and professional abilities of citizens, it is proposed to make more active use of public and private programs that fully involve the means and tools of both material and non-material stimulation for employees.uk_UA
