Роль місцевих бюджетів у забезпеченні соціально-економічного розвитку територіальної громади в умовах війни та у післявоєнний період

Abstract

Здійснено оцінку ролі місцевих бюджетів у забезпеченні соціально-економічного розвитку територіальної громади в умовах війни та у післявоєнний період. Вказано на особливості видатків місцевих бюджетів в умовах воєнного стану, які полягають у задоволенні потреб не лише жителів територіальної громади, а й внутрішньо-переміщених осіб, учасників бойових дій, необхідності облаштування укриттів та сховищ, підтримці Збройних Сил України та підрозділів територіальної оборони. Сформульовано основні завдання територіальних громад у період воєнного стану: формування безпечних умов для осіб, які проживають на території громади, збереження економічного потенціалу громади, створення умов для релокації підприємств, створення умов для мінімізації можливих наслідків військових дій, розробка стратегічних орієнтирів та цілей, які забезпечуватимуть соціально-економічне відновлення у післявоєнний період. The specifics of local budget expenditures in conditions of military conflict have been highlighted, including meeting the needs of both the residents of the territorial community and internally displaced persons, as well as organizing shelters, storage facilities, and supporting the Armed Forces of Ukraine and territorial defense units. The need for further adaptation to wartime conditions and the establishment of prerequisites for measures to ensure the socio-economic development of territorial communities in the post-war period has been emphasized. Researchers have identified three main stages of socio-economic development for communities during wartime and the post-war period. These include creating safe conditions for community residents and internally displaced persons, preserving the economic potential of the community by adapting economic entities to rear area functional tasks in wartime conditions, facilitating the relocation of enterprises from areas affected by active combat operations and placing them in vacant production areas, minimizing the possible consequences of military actions, and developing strategic guidelines and goals to ensure socio-economic recovery in the post-war period. The characteristics of the post-war period that will impact the socio-economic development of territorial communities are outlined: the presence of destroyed or damaged infrastructure and industrial facilities, housing and communal services, loss of labor potential, and negative demographic consequences of the war. Additionally, there is a need to establish new logistical routes for the movement of goods and services that bypass the territory of the Russian Federation. The necessity of developing and implementing measures aimed at enhancing the investment attractiveness of territorial communities has been proven.
