Питання щодо ефективності міжнародних міжурядових організацій: система ООН у боротьбі з пандемією COVID-19

Abstract

Міжнародні міжурядові організації відіграють важливу роль у вирішенні міжнародних проблем та криз, створюючи механізми співпраці між державами. Однак, навіть найбільші міжнародні організації, як Організація Об'єднаних Націй та Всесвітня організація охорони здоров'я, стикаються з критикою щодо своєї неефективності. Наприклад, вважається, що боротьба ООН та ВООЗ з пандемією COVID-19 була недостатньою, повільною та неефективною. Дана стаття пропонує ідеї для покращення ефективності цих організацій, збільшення швидкості обміну інформацією між акторами міжнародних відносин, впровадження механізмів прийняття ефективних рішень та змін в міжнародному регулюванні. Важливо визнати помилки та надати міжнародним організаціям більший вплив для подолання майбутніх глобальних викликів. International intergovernmental organizations play a crucial role in addressing global problems and crises by creating mechanisms for cooperation among nations. These organizations have a wide range of goals, as outlined in their statutes, including ensuring peace and security, protecting human rights, promoting healthcare, fostering economic development, etc. It is essential to understand that international organizations serve as platforms for dialogue and peaceful resolution of international conflicts.

However, even the most influential international organizations face criticism from the international community, and their shortcomings are extensively discussed among scholars. Recently, considerable attention has been drawn to the issue of inefficiency and sluggishness in the actions of the United Nations (UN) and the World Health Organization (WHO) in dealing with the COVID-19 pandemic. Specifically, their efforts in forecasting and controlling the spread of the virus, lack of investigation into its origin, and delays in implementing effective measures have been strongly criticized. Such criticisms have raised significant concerns and cast doubts on the ability of the UN and WHO to effectively fulfil their mandates.

This article proposes several ideas to enhance the effectiveness of the UN and WHO. It emphasizes the need for swift and efficient information exchange among member states and relevant international organizations to promptly detect and respond to global crises. Strengthening international regulation, including defining specific rights and obligations of international organizations and the duty of member states to comply with their decisions, is also essential. To ensure a proactive response to crises, it is crucial to increase the influence of international organizations and provide them with sufficient resources and authority. Improving the functioning of these organizations also requires active participation and involvement of the general public, scientific experts, and other stakeholders.
