Антикризове управління регіональним розвитком

Abstract

У роботі узагальнено наукові підходи до регіонального розвитку як об’єкту антикризового управління. З’ясовано особливості прояву кризових явищ на мезорівні. Верифіковані наукові засади для побудови моделі антикризового управління регіональним розвитком. Розвинуто організаційно-методичні підходи до оцінки рівнів соціально-економічного розвитку регіонів та моніторингу результативності антикризового управління ними. Поглиблено наукові підходи до використання кластерного аналізу в оцінюванні регіонального розвитку та реалізації інструментарію антикризового управління. На основі кластеризації регіонів за рівнем кризових загроз розроблено індивідуальні траєкторії розвитку регіонів з можливими багатокритеріальними моделями стратегічного антикризового управління ними. Вдосконалено інституційні засади антикризового управління регіональним розвитком, розвинуто організаційно-методичні підходи до стратегічного аналізу, прогнозування регіонального розвитку, що дозволило ідентифікувати наявні можливості і загрози для територій й обґрунтувати на цій основі доцільний варіант стратегії регіонального розвитку. In research work summarizes scientific approaches to regional development as an object of anti-crisis management. The features of manifestation of crisis phenomena at the meso-level are considered. The characteristics of the nature and factors of crises and the ways to overcome them are investigated. This made it possible to determine the main goal of anti-crisis transformations aimed at ensuring sustainable regional development and to identify the tasks of anti-crisis management of the processes of changes in the regional economic system for their synchronization and balance. Designed by foundations of constructing a conceptual model of anti-crisis management of regional development, which is based on the theories of clustering the economy, sustainable development, growth poles, innovative, competitive development. The model includes target, institutional, instrumental, organizational, functional, resource subsystems that ensure the identification, assessment, forecasting of crisis phenomena and the development of a set of preventive measures for the stabilization and sustainable development of territories. Proposes an organizational and institutional architectonics of anti-crisis management of regional development, which takes into account supranational and national challenges, is based on the subject-object impact and functional distribution of powers of the relevant institutions. In synergistic interaction, these institutions ensure the identification of crisis phenomena and the implementa tion of measures aimed at their prevention and elimination. This contributes to the restoration of equilibrium in the socio-economic system and the normalization of its functioning with the help of the potential of stabilization funds. Scientific and methodological approaches to assessing the level of socioeconomic development of regions from the standpoint of anti-crisis management have received further development. This made it possible to substantiate the prospects for the development of industries and specific types of economic activity in the regions of Ukraine, as well as to identify, using the apparatus of economic and mathematical modeling, political, economic, structural, environmental factors that can cause a crisis. The use of the results of such an assessment contributes to the creation of an adequate system of anti-crisis measures aimed at the timely localization of crisis phenomena and increasing the effectiveness of the use of tools for anti -crisis management of regional development. In-depth scientific approaches to the use of cluster analysis in assessing regional development and implementation of anti-crisis management tools. Clustering regions by the level of crisis threats made it possible to develop individual trajectories for the development of regions and possible multi-criteria models of strategic anti-crisis management. The institutional framework for anti-crisis management of regional development has been improved. The expediency of creating the National Agency for Anti -Crisis Development of Regions and its regional divisions has been substantiated. It is proposed to form stabilization regional funds, using the potential of intersectoral cooperation, which will effectively implement anti-crisis strategies and create appropriate capital for the implementation of anti-crisis measures. The organizational and methodological approaches to strategic analysis and forecasting of regional development were further developed, which made it possible to identify the existing opportunities and threats to the territories and substantiate on this basis a reasonable version of the regional development strategy. In order to enhance the applied value of the proposed approaches to improving the predictive levers of anti-crisis management in the work for the clusters identified on the basis of the analysis, multicriteria models of strategic anti -crisis management are proposed. In accordance with this, an aggressive and conservative strategy for the development of Lviv and Ternopil regions has been developed and a corresponding system of instrumental components of anti-crisis management has been proposed in the medium term for the period 2020–2025.
