Фінансові аспекти інноваційного розвитку закладів охорони здоров’я територіальних громад

Abstract

Вступ. Реформування системи охорони здоров’я є однією з умов ефективного соці­ально-економічного розвитку будь-якої країни. Функціонування закладів охорони здоров’я визначає якість життя громадян, а показники їх діяльності виступають індикаторами рівня економічного розвитку держави. Пандемія COVID-19, повномасштабна війна та бойові дії на території України сформували нові виклики, коли зростають потреби в лікуванні не лише хронічних захворювань, а й травм, поранень, опіків, переломів тощо. У таких надскладних умовах перед державою постає завдання забезпечити належний рівень медичного обслуговування населення. Відтак, інноваційний розвиток закладів охорони здоров’я набуває особливого значення.

Мета – розкрити особливості фінансового забезпечення інноваційного розвитку закладів охорони здоров’я територіальних громад та визначити потенційні джерела фінансування їх розвитку.

Результати. З’ясовано, що інноваційний розвиток закладів охорони здоров’я поля­гає в удосконаленні (модернізації) їх матеріально-технічної бази, впровадженні у діяль­ність прогресивних методів діагностики та лікування, новітніх медичних технологій, застосуванні програмних продуктів для опрацювання інформації. Здійснено моніторинг джерел фінансування інноваційного розвитку закладів охорони здоров’я Тернопільської міської територіальної громади. Доведено необхідність пошуку додаткових джерел фі­нансових ресурсів для подальшого розвитку та модернізації закладів охорони здоров’я. Запропоновано перспективні напрями залучення потенційно можливих джерел фінансо­вих ресурсів.

Висновки. З’ясовано, що основною формою фінансового забезпечення інноваційно­го розвитку закладів охорони здоров’я є бюджетне фінансування, однак обмеженість коштів зумовлює потребу в пошуку додаткових джерел. Обґрунтовано, що перспектив­ним напрямом залучення потенційно можливих джерел фінансових ресурсів для інно­ваційного розвитку закладів охорони здоров’я територіальних громад є застосування державно-приватного партнерства. Подальші наукові дослідження доцільно спрямува­ти на пошук альтернативних джерел фінансового забезпечення інноваційного розви­тку закладів охорони здоров'я. Introduction. The development of the health care system is one of the conditions for the effective socio-economic development of any country. The functioning of health care institutions determines the quality of life of citizens, and their activity indicators are indicators of the state's level of economic development. The COVID-19 pandemic, a full-scale war and hostilities on the territory of Ukraine have created new challenges for the functioning of health care institutions, when the needs for the treatment of not only chronic diseases, but also injuries, wounds, burns, fractures, etc., are increasing. In the extremely difficult conditions of the functioning of health care institutions, the state faces the task of ensuring the proper level of medical care for the population, therefore, the innovative development of health care institutions takes on special importance.

The purpose of the article is to investigate financial support for the innovative development of health care institutions of territorial communities and to identify potential sources of funding for their development.

Results. It was found that the innovative development of health care facilities consists in improving (modernizing) their material and technical base, introducing into their activities pro­gressive methods of diagnosis and treatment, the latest medical technologies, and the applica­tion of software products for processing information. The sources of funding for the innovative development of health care facilities of the Ternopil city-territorial community were monitored. The need to find additional sources of financial resources for the further development and mod­ernization of health care institutions has been proven. Prospective directions for attracting po­tentially possible sources of financial resources are proposed.

Conclusions. It was found that the main form of financial support for the innovative devel­opment of health care institutions is budgetary funding, however, the limited funds necessitate the search for additional sources of funding. It is substantiated that the promising direction of attracting potentially possible sources of financial resources for the innovative development of health care institutions of territorial communities is the use of public-private partnership. It is advisable to direct further scientific research to the search for alternative sources of financial support for the innovative development of health care institutions.
