Економічний зміст та середовище формування фінансових ресурсів місцевого самоврядування

Abstract

У статті розкрито сутність та склад фінансових ресурсів місцевого самоврядування від оподаткування, а також охарактеризовано чинники середовища їхнього формування з погляду діалектичного та системного методологічних підходів. Обґрунтовано, що формування фінансових ресурсів місцевого самоврядування, зокрема від оподаткування, відбувається у складному зовнішньому середовищі, яке об’єднує чинники різного характеру впливу, походження, ступеня дії. Детально розглянуто чинники макро- та мезорівня, які впливають на формування фінансових ресурсів місцевого самоврядування від оподаткування, з їх розмежуванням на соціально-економічні та організаційно-процедурні. Обґрунтовано, що соціально-економічні чинники формування фінансових ресурсів місцевого самоврядування від оподаткування визначаються показниками розвитку держави/територіальної громади, а організаційно-процедурні – характером та ефективністю функціонування органів влади на різних рівнях публічного управління. / The article reveals the nature and composition of the local self-government financial resources from taxation, characterizes the factors of their formation environment from the view of dialectical and systemic methodological approaches. The formation of local self-government financial resources from taxation takes place in a complex external environment, which combines factors of different of influence nature, origin and action degree. It is important to ensure the flexibility of this process, taking into account changes in exo- and endogenous factors, that can significantly affect the effectiveness of certain types of fiscal instruments and the possibility of receiving income from various sources. This determines the volume and structure of local self-government budgets revenues. Macro- and meso-level factors that affect the formation of local self-government financial resources from taxation are considered in detail, they are divided into socio-economic and organizational-procedural factors, factors of the first and second order. It is substantiated that the socio-economic factors of the formation of local self-government financial resources from taxation are determined by the state/territorial community development indicators, and the organizational-procedural ones are determined by the nature and efficiency of authorities functioning at different levels of public administration. Organizational and management factors play a relatively higher role in developing countries, their importance increases in conditions of crisis and development instability. It was found that there is a close connection between the importance of taxes and fees in the budget’s resources’ formation and the level of the state or territorial community economic development. At the same time, the level of democracy and the implementation of market management principles in the country's economy are among the main organizational and management macro level factors that affect the indicators of local self-government budgets revenues from taxes and fees.
