Аналіз стану управління системою логістики в Україні

Abstract

Вступ. В сучасних умовах, що характеризуються подальшою переорієнтацією зовнішньоторговельних зв’язків у напрямі інтеграції національної економіки в європейське середовище, все більшої актуальності набуває питання оцінки ефективності управління системою логістики як на рівні підприємства, так і на рівні України вцілому. Інтеграція світового господарства, розвиток транспортних мереж та світового ринку логістичних послуг, поглиблення міжнародного поділу праці − все це свідчить про необхідність дослідження стану розвитку системи логістики. В сучасних умовах пандемії Covid-19, в сфері торгівлі шанс на існування має лише той, хто зміг адаптуватися до дистанційної форми роботи, в якій саме система логістики має визначальний характер. Мета. Метою статті є дослідження стану логістики в Україні як системи та визначення її властивостей для управління як на макрорівні – підприємстві, так і на макрорівні – в Україні вцілому, а також проведення аналізу динаміки рейтингу системи логістики України за показником LPI. Метод (методологія). Для аналізу даної теми були використані як теоретичні, так і практичні методи дослідження. Зокрема, на першому етапі були використані аналіз та синтез поглядів вчених на систему логістики та її властивості. На другому етапі – статистичні методи аналізу та прогнозу, екстраполяція, що дає можливість визначити перспективи розвитку системи логістики України в перспективі. Далі – це формування особистих висновків та рекомендацій на основі проведеного аналізу. Результати. Ключовими результатами проведеного дослідження є визначення основних характеристик управління властивостями системи логістики. Вивчено стан управління системою логістики в Україні, спостерігається тенденція до зниження частки залізничного транспорту, збільшення частки автомобільного транспорту. Проаналізовано Індекс ефективності логістики «LPI», який використовується спеціалістами Світового банку та спрогнозовано його значення на майбутні періоди. Визначено перспективи розвитку системи логістики в Україні. Introduction. In modern conditions, characterized by further reorientation of foreign trade relations in the direction of integration of the national economy into the European environment, the issue of assessing the effectiveness of logistics management at the enterprise level and at the level of Ukraine as a whole is becoming increasingly important. The integration of the world economy, the development of transport networks and the world market of logistics services, the deepening of the international division of labor – all this indicates the need to study the state of development of the logistics system. In the current conditions of the Covid-19 pandemic, in the field of trade, only those who have been able to adapt to the remote form of work, in which the logistics system is decisive, have a chance to survive. Purpose. The aim of the article is to study the state of logistics in Ukraine as a system and determine its properties for management both at the macro level – the company and at the macro level – in Ukraine as a whole, as well as analysis of the dynamics of the logistics system of Ukraine according to LPI. Method (methodology). Both theoretical and practical research methods were used to analyze this topic. In particular, at the first stage the analysis and synthesis of views of scientists on the logistics system and its properties were used. At the second stage – statistical methods of analysis and forecasting, extrapolation, which makes it possible to determine the prospects for the development of Ukraine's logistics system in the future. Next – is the formation of personal conclusions and recommendations based on the analysis. Results. The key results of the study are to determine the main characteristics of the management of the properties of the logistics system. The state of logistics system management in Ukraine has been studied, there is a tendency to decrease the share of railway transport, increase the share of road transport. The LPI Logistics Efficiency Index, used by World Bank specialists, is analyzed and its significance for future periods is predicted. Prospects for the development of the logistics system in Ukraine have been identified.
