Сучасні тренди розвитку соціальних трансфертів

Abstract

У статті розкрито вплив сучасних тенденцій глобального розвитку на трансформацію системи соціальних трансфертів. Обґрунтовано, що суспільний запит на підвищення ефективності та цільового характеру соціальної політики супроводжувався впровадженням нових видів соціальних трансфертів, які б передбачали більш глибоке урахування потреби у підтримці та обумовленість їхнього використання при уникненні негативного впливу на вартість адміністрування. Водночас, посилення нестабільності суспільного розвитку, почастішання форс-мажорних чинників економічного, політичного та екологічного характеру зумовлюють активізацію наукових пошуків моделі універсального соціального трансферту за типом базового безумовного доходу. Інтеграція цифрових технологій у процедури призначення соціальних трансфертів створює передумови для підвищення їх адресності за умов економії витрат на адміністрування. Однак, це також актуалізує питання про можливі негативні наслідки діджиталізації соціальних трансфертів у контексті збільшення масштабів фінансового шахрайства та порушення прав на конфіденційність особистої інформації.

The article reveals the impact of current trends in global development on the transformation of the social transfer system. It is substantiated that the public interest in improving the efficiency and targeted nature of social policy leads to the introduction of new types of social transfers. These transfers provide for a deeper consideration of the need for social support and conditions for these funds' use. At the same time, they create preconditions for reducing the costs of administering social benefits. The introduction of conditional social transfers has significant prospects. They shift their focus to these payments targeting, namely their productive nature. The introduction of conditional social transfers should help to ensure the sustainability of poverty reduction results. They should encourage recipients to reduce their dependence on social transfers and increase their economic self-sufficiency. The global trend towards population ageing necessitates the introduction of social transfers to help integrate the ageing population into the labour market. Due to the growing instability of social development and frequent force majeure factors of economic, political and environmental nature, more and more scholars are studying the possibilities of introducing and the benefits of emergency social transfers. These transfers involve a simplified procedure for allocation and limited timeframes. At the same time, due to the technological revolution and the penetration of artificial intelligence into all sectors of the economy, many people are at risk of losing their jobs. For this reason, scholars are increasingly paying attention to the development of a universal social transfer model based on a basic unconditional income. However, the prospects for its implementation remain uncertain. Integration of digital technologies into the procedures for allocating social transfers creates preconditions for improving their targeting and increasing financial accessibility while saving administration costs. The use of artificial intelligence and big data analytics technologies makes it possible to better design social transfer programmes. However, an important issue is the possible negative consequences of social transfer digitalisation. In particular, there are risks of increased financial fraud and violation of the right to privacy of personal information.
