The content of the strategic management system of an enterprise in a digital environment is specified as an integrated set of goals, analytical procedures, organizational roles, technological solutions, resource constraints and strategic control mechanisms that ensure the preparation, implementation and review of strategic decisions based on data. The scientific approaches of scientists in the field of strategic management in the digital economy, digital transformation of management systems, digital adaptation of business processes, construction of strategic models of enterprise activity in the Internet environment and digital restructuring of enterprise management in Ukraine are summarized. An important component of an effective health care system both in Ukraine and in the world is timely access of the population to medical services, especially for patients with chronic diseases. In the conditions of a full-scale war between Russia and Ukraine, this problem is gaining significant relevance. Purpose and objectives of the article. The purpose of the article is to analyse the population's access to medical services in the health care system in Ukraine in the conditions of a full-scale war between Russia and Ukraine. Method (methodology). An interdisciplinary approach was applied, which includes system analysis, content analysis of scientific sources, empirical modelling and comparative analysis. Results. The article analyses the general dynamics of the population's access to medical care in the presence of chronic diseases in patients in 2022–2024, characterizes the main problems and obstacles to access to medical services for the population with chronic diseases in 2023, analyses access to medical care for chronic diseases depending on the status of the displaced person (with their differentiation into internally displaced persons and those who remained in their native communities) in 2022–2024.Item type:Item, Гнучкі моделі мотивації персоналу як відповідь на виклики постпандемічного ринку праці(2025-03-26) Ionin, Yevhen; Yakubenko, DmytroIntroduction. The post-pandemic transformation of the labour market has significantly reshaped personnel management systems. Organizations are faced with the need to revise traditional motivation approaches and implement more flexible, personalized models of employee stimulation. Growing demand for autonomy, psychological comfort, and a healthy work–life balance has increased the relevance of non-material incentives and innovative HR practices. Purpose. The purpose of the article is to substantiate the expediency of implementing flexible models of staff motivation as an adaptive response to the challenges of the post-COVID labour market. The study focuses on assessing the effectiveness of hybrid, non-material, and individualized motivational strategies and analysing their impact on employee engagement, loyalty, and productivity. Method (methodology). The research applies a systematic and comparative approach, literature and corporate practice analysis, as well as elements of content analysis. This methodological framework enables the typologization of flexible motivational models and the evaluation of their practical implementation in both Ukrainian and international companies. The results. Five core types of flexible motivation models were identified: flexible scheduling, hybrid work, well-being programs, non-material recognition tools, and individualized incentives. Their integration has been shown to enhance emotional engagement, reduce employee turnover, and foster a trust-based organizational culture. At the same time, the study emphasizes the importance of developing new effectiveness indicators and considering sectoral characteristics, company size, and employee profiles when implementing these models.Item type:Item, Інноваційні підходи до розвитку банківського кредитування малого та середнього підприємництва на основі механізму муніципальних гарантій(2025-03-26) Bohach, Yurii; Turchyn, OlehThe article examines the mechanism of municipal guarantees, which is a potentially effective tool for expanding SMEs’ access to bank lending, although in Ukraine it is still in the stage of formation and does not play a systemic role in business financing. It is established that its practical application is mainly limited to infrastructure and municipal projects, while SME lending remains fragmented. The key barriers to the functioning of this mechanism are identified, including institutional and legal constraints, the complexity of administrative procedures, insufficient interaction between local self-government bodies and the banking sector, a low level of trust of banks in local guarantees, as well as limited financial resources of territorial communities. The article substantiates the conceptual foundations of the innovative development of bank lending to SMEs based on the municipal guarantee mechanism as an integrated tool for sharing credit risk between banks and local self-government bodies, which allows increasing the accessibility of financial resources for business. The barriers to the development of municipal guarantees are identified through their systematization into institutional-legal, financial-economic, organizational, and market groups, which, unlike existing approaches, provides a comprehensive understanding of the reasons for the limited use of this instrument in Ukraine.Item type:Item, Стратегії монетарного стимулювання інвестиційного розвитку регіонів України в умовах інституційних та макроекономічних обмежень(2025-03-26) Seniv, Bohdan; Yarish, MykhailoThe article examines strategies of monetary stimulation of investment development in the regions of Ukraine under conditions of war-related risks, institutional constraints and macroeconomic instability. It is substantiated that economic recovery depends not only on the overall increase in capital investment, but also on its more balanced spatial distribution. Particular attention is paid to the weakening of the traditional interest-rate channel of monetary transmission, caused by uneven security conditions, unequal access to bank lending, collateral, infrastructure and institutional capacity across regions. The methodological basis of the study consists of structural-logical, comparative and descriptive-statistical approaches. The empirical base is formed using data from the State Statistics Service of Ukraine on capital investment in 2021-2024, materials of the National Bank of Ukraine and state policy documents in the field of lending and regional development. It is established that in 2024 the nominal volume of capital investment exceeded the 2021 level; however, the credit channel remained weak: the share of bank loans in investment financing decreased, while enterprises’ own funds dominated. A significant regional concentration of investment is identified, primarily in the city of Kyiv, Dnipropetrovsk and Kyiv regions. The article proposes combining macrofinancial stability with guarantee mechanisms, war-risk insurance, territorially prioritized lending and the preparation of investment-capable regional projects.
