Фінансовий механізм інвестиційного зростання в Україні

Abstract

У статті розглянуто та узагальнено підходи до трактування «фінансового механізму» та «фінансового механізму інвестиційного зростання». Запропоновано власне бачення фінансового механізму інвестиційного зростання. Досліджено особливості застосування фінансових інструментів: податків, кредиту, видатків бюджету, бюджетних програм та інвестицій в умовах повномасштабної війни в Україні. Акцентовано увагу на факторах, які негативно впливають на процес залучення інвестицій в умовах воєнного стану. Розглянуто заходи, які реалізовано у 2022–2024 рр. для залучення інвестицій. Обґрунтовано, що Україна одночасно із протистоянням ворогу та захистом незалежності створює передумови для ефективного функціонування фінансового механізму інвестиційного зростання. Аргументовано потребу застосування фінансового механізму інвестиційного зростання під час війни та у повоєнний період для відновлення інфраструктури, стимулювання економічної активності загалом і особливо у регіонах, які постраждали від бойових дій, підвищення інтересу іноземних інвесторів, реалізації інноваційних проектів у різних секторах економіки. Сформульовано низку рекомендацій, які сприятимуть результативності функціонування фінансового механізму. Акцентовано увагу на необхідності координації дій уряду, бізнесу та міжнародних партнерів, потребі подолання бюрократичних перешкод та корупції, створення сприятливого інвестиційного середовища та підвищення довіри потенційних інвесторів. The article substantiates the relevance of the research, driven by the need to implement an effective financial mechanism to stimulate the inflow of investment resources under martial law and during the post-war recovery period. It reviews and synthesizes approaches to defining the concepts of "financial mechanism" and "financial mechanism of investment growth." An original vision of the financial mechanism of investment growth is proposed as a set of tools, methods, and regulatory frameworks that create conditions for the successful implementation of investment projects by attracting and effectively utilizing finan The study examines the features of applying financial instruments such as taxes, credit, budget expenditures, budget programs, and investments during the full-scale war in Ukraine. Particular attention is given to factors that negatively affect the process of attracting investments under martial law. The measures implemented during 2022–2024 to attract investments are also analyzed. The article argues that Ukraine, while resisting aggression and defending its independence, is simultaneously creating prerequisites for the effective operation of a financial mechanism. The need to apply a financial mechanism for investment growth during wartime and in the post-war period is justified, focusing on restoring infrastructure, stimulating economic activity particularly in regions affected by hostilities enhancing foreign investors' interest, and implementing innovative projects across various economic sectors. A set of recommendations is formulated to improve the financial mechanis: introducing tax incentives for investors; reducing the tax burden on industries with high inve; implementing investment risk insurance dur; strengthening anti-corruption measures and ensuring transparency in decision-making processes; Launching preferential credit programs for investment projects; disseminating information on grant opportunities for startups and innovative projects. The article emphasizes the need for coordination among the government, businesses, and international partners, overcoming bureaucratic barriers and corruption, creating a favorable investment environment, and building trust among potential investors.
