Атестація державних службовців: особливості та методика її проведення

Abstract

У статті проаналізовано особливості проходження атестації державних службовців та досліджено методику її проведення. Авторами було запропоновано шляхи покращення проведення атестації персоналу. The peculiarities of passing the attestation of public servants are analyzed and technique of its implementation is studied in the article. The authors suggested ways to improve the personnel attestation. The aim of the article is to study the process of attestation of public servants as an important component of the public service and the identification of weaknesses in public servant assessing process. Research Methodology. The authors analyzed studies of various scientists which have been studying the issue of attestation of public servants and through a systematic approach, synthesis and generalization they made own findings concerning attestation and features of its methods of implementation in the state institutions, and through method of comparison the shortcomings during the process of attestation of public servants are revealed. Scientific innovation is that the role and importance of personnel attestation in the planning of staff development are justified, the methods of attestation of public servants are thoroughly reviewed, and the shortcomings during personnel attestation are detected and the ways of it’s improvement are given. Practical meaning. In the article the scientific basis of personnel attestation and its characteristic features in field of public administration are considered. An analysis of the current regulatory framework of of attestation of public servants in Ukraine and the effectiveness of its application in practice is made. The deficiencies during attestation of public servants are determined.
