Фінансові аспекти реалізації гуманітарних цілей в управлінні збалансованим розвитком національної економіки

Abstract

Проаналізовано організаційні, нормативні, фінансові аспекти реалізації гуманітарних проектів у сфері охорони здоров’я. Проведено компаративний аналіз фінансування охорони здоров’я в Україні з урахуванням світового досвіду. Напрацьовані пропозиції щодо його модернізації, підвищення якості надання медичної допомоги, використання національних можливостей у реформуванні фінансово-економічних відносин в управлінні медичною галуззю. Introduction. Background due to the need saving and capital accumulation humanitarian nation as part of macroeconomic policy. Targets of this policy in the humanitarian sphere should be personal development, ensure quality and accessible education, comprehensive development of science, culture, spirituality, resolving ethno-political problems, health, creation of a modern information space. The necessary financial security by taking measures to strengthen the humanitarian capital, should provide maximum multiplier effect on economic reforms. Purpose. Analyze financial support for health care with appropriate verification of problems and outlining areas of their decision. Results. The main problems and shortcomings existing today in Ukraine the system of health care financing are: lack of health care fi nancing; the absence of certain laws and regulatory acts clear list of care that should be provided in state and municipal health care for free at every level of health care and with proper financing of these institutions; lack of communication between state and municipal funding of health care and outcomes of their work; the inability to effectively manage limited resources under the existing system line-item financing of public health care institutions. Conclusion. Effective means of solving existing problems in health care should be a gradual introduction of health insurance and the active involvement of extra-budgetary funds (through the provision of legally defined list of paid services, lease of fixed assets, non-core activities, charitable funds, etc.), that the transition to budget–insurance forms of financing. Reform of health of Ukraine on the basis of the formation of the new model should be based on: modern management model health care system; funding from various sources (state and local budgets, social and voluntary medical insurance, etc.); System single customer health care services at the regional level; a clear division of funding by type of medical care; determining the financial mechanisms of payment for medical services; contractual relations between custom- ers and providers of medical services; pay medical staff considering the volume and quality of their work; setting a guaranteed level of free medical care; providing integrated primary health care; optimizing the network of health care to meet the needs of the population in health care; use capabilities in reforming the supranational financial and economic relations in the management of the medical industry.
