Соціальні передумови пенсійної реформи в Україні

Abstract

Вступ. У статті визначено соціальні передумови пенсійної реформи, а також пріоритетні напрямки реформування пенсійної системи України. На підставі чого визначено, що однією із головних причин реалізації пенсійної реформи в наш час є запровадження обов’язкового накопичувального пенсійного забезпечення, де соціальні передумови відіграють ключову роль. Розкрито сутність реформування пенсійної системи та необхідності її запровадження, а також демографічної кризи, яка опанувала Україну. Мета . Головна мета статті полягає в дослідженні впливу соціальних передумов на стан та розвиток пенсійної реформи в Україні. Результати. Проведено аналіз динаміки показників пенсійного забезпечення протягом дії пенсійної реформи. А також розглянуто приріст зайнятості населення та валовий внутрішній продукт і підвищення рівня фінансового стану пенсійної системи України після запровадження пенсійної реформи. Розкрито основні проблеми вітчизняної пенсійної системи, а саме: низький рівень пенсій та незадовільний фінансовий стан Пенсійного фонду України. У ході роботи розглянуто систему пенсійного забезпечення як складової частини соціального забезпечення. На сучасному етапі дослідження зазначена тема є надзвичайно актуальною.

The article defines social conditions of the pension reform, as well as priority areas for reform of the pension system of Ukraine. On this basis is determined that one of the main reasons of the implementation of the pension reform nowadays is the introduction of mandatory funded pension provision, where social conditions play a key role. In the article the essence of the reform of the pension system and the need for its implementation are determined, as well as the demographic crisis that has engulfed Ukraine. The aim of this article is to study the influence of the social background on the state and development of the pension reform in Ukraine. It was examined the analysis the dynamics of pension provision during the term of the pension reform and also the growth of employment and gross domestic product. How was improved the financial condition of the pension system of Ukraine after the introduction of the pension reform. The main problems of the pension system of Ukraine, namely are the low level of pensions and the poor financial condition of the Pension Fund of Ukraine. During the research the pension system was considered as an integral part of social security. At the present stage of research this topic is extremely relevant and prevalent in our country.
