Abstract
The article is devoted to the justification of theoretical and legal principles for defining the concept and characteristic features of innovation policy in the public sphere. It is argued that innovations in the public sphere are the introduction of new ideas, management approaches, services and digital technologies into state and municipal administration. They are aimed at increasing transparency, efficiency of departments and quality of life of citizens, transforming the bureaucratic system into an open and flexible environment. It is determined that the term "innovation" is multifaceted and dynamic and has many scientific interpretations. The author analyzed the theoretical principles for defining the essence of the concept of "innovation". Based on the analysis of scientific positions, it was determined that innovation is a practically implemented, market-demanded innovation (new product, service, technology or method of organization), which increases the efficiency of processes and brings economic, social or scientific benefits. An idea or invention in itself is not an innovation until they are brought to practical use. In the article, the author notes that innovations should not be identified with such concepts as “innovations” and “innovation”, since an innovation is a new phenomenon or idea, innovation is the process of implementing this idea into practice, and innovation is a successfully implemented innovation that has yielded a measurable beneficial effect (for example, profit or productivity growth). Attention is drawn to the fact that innovations will become the foundation for the rapid recovery of Ukraine, as they will allow building a new, modern economy instead of simply copying the past. It is noted that innovation policy in the post-war recovery of Ukraine is the state’s strategic course for the transition from a raw material model to a high-tech economy through the digitalization of industry, the development of the IT sector, artificial intelligence, cybersecurity, startups, and the creation of regional technology parks. The author emphasizes that innovation-type public administration makes partnership and two-way dialogue with citizens the main priority instead of one-way information.
