Нові можливості вирішення проблем територіальних громад за допомогою міжбюджетних трансфертів

Abstract

Обґрунтовано необхідність використання міжбюджетних трансфертів для фінансового вирівнювання бюджетної забезпеченості органів місцевого самоврядування. Проаналізовано зміни до бюджетного законодавства України, внесені в рамках проведення бюджетної децентралізації. Розглянуто класифікацію міжбюджетних трансфертів та досліджено порядок і особливості їх перерахування. З’ясовано нові можливості вирішення проблем територіальних громад за допомогою міжбюджетних трансфертів в контексті прийнятих змін до бюджетного законодавства.Introduction. Today the importance of clarifying questions acquire new capabilities which are addressed to the problems of local communities through intergovernmental transfers in the context of the adopted amendments to the budget law in late 2014 – early 2015. Purpose. Find out new opportunities to solve the problems of local communities through intergovernmental transfers in the context of the adopted amendments to the budget law. Results. The necessity for the use of intergovernmental transfers of financial equalization of budget sufficiency of local governments. Changes to the budget legislation of Ukraine are analyzed, they a made within the framework of fiscal decentralization. We consider the classifi - cation of intergovernmental transfers and studied the procedure and the characteristics of their transfer. It was found that the base and grants Reversible are two cash flows which are opposite to the direction of movement, which should ensure the horizontal alignment of fiscal territories. Finance of social spending that the government delegates to local government, including medicine and education, the state will provide new types introduced through transfers in the form of grants – educational, medical, for training labur and other grants. Conclusion. It was found that on 1 January 2015 in Ukraine earned a new system of in- tergovernmental fi scal relations, as a result in local government appeared new opportunities for solving the problems of local communities through intergovernmental transfers. Each local budget under the relevant intergovernmental transfers to which it is entitled directly interacts with the state budget.
