Пріоритетність економічних чинників у реформуванні пенсійної системи України

Abstract

Розкрито проблеми реформування вітчизняної пенсійної системи на сучасному етапі розвитку українського суспільства. Досліджено вплив економічних факторів на ефективність проведення пенсійної реформи, обґрунтовано їх пріоритетність. Проаналізовано основні показники діяльності Пенсійного фонду України, визначено зростання фінансового навантаження на перший рівень національної пенсійної системи і збільшення частки коштів Державного бюджету України у його дохідній частині. Обґрунтовано необхідність запровадження загальнообов’язкового державного накопичувального пенсійного страхування. Introduction. Current realities in the field of pensions show that the distribution pension system and private pension plans may not provide fully sufficient funding of the retirees even at the current level, which is far below the international social standards. In this regard, in the present conditions of pension reform. obligatory is seen using the economic component of the pension system, which is the importance and priority must be on the same level as the social component. Purpose To explore the impact of economic factors on the need to reform the national pension system, to show the priority of economic component along with social, and based on the analysis of the current state in the pension field to justify the ways of further pension reform in our state. Results. Examines issues of reforming the national pension system at the present stage of development of Ukrainian society. Examines the impact of economic factors on the effective- ness of pension reform, explains the priority, along with social factors in the formation of modern national pension models. Analyzed key performance indicators of the Pension Fund of Ukraine, which is the main financial Institute of solidary pension system, defined growth financial load on the first level of the national pension system and the increase in the share of the State budget in its profitable part, the necessity of introduction of obligatory state accumulative pension insurance. Conclusion. Studies have shown that economic factors reinforce the need for reforming the Ukrainan pension system. The development strategy of the national pension system should provide for accounting and a combination of two of its main components – social and economic. The development of the social components must fully depend on the state of development and economic opportunities.
