Управління розвитком критичних технологій та їх значення в обороноздатності України

Abstract

Вступ. Сьогодні науково-технологічна сфера стала головною для України у боротьбі з агресором - російською федерацією, а володіння так званими «критичними технологіями» використовується для розширення можливостей обороноздатності та наступальних операцій Збройних Сил України, а післявоєнний період досягнення цілей національної безпеки, насамперед воєнної, воєнно-економічної та науково-технологічної безпеки. Мета статті. Мета статті полягає в узагальненні світового досвіду розвитку критичних технологій, аналізі стану цієї сфери в Україні та pозробці пропозицій для подолання проблем на шляху розвитку науково-технологічної сфери держави. Методи (методологія). У досліджені застосовані загальнонаукові методи, зокрема теоретичного узагальнення – для узагальнення особливостей та основних напрямів впровадження інноваційних технологій у розрізі основних функціональних сфер військово-промислового комплексу; системного економічного аналізу – для оцінки стану та розвитку критичних технологій створення новітніх зразків озброєння, військової техніки та безпечності функціонування інфраструктури. Результати. Розглянуто світовий досвід запровадження критичних технологій. Проаналізовано стан розвитку критичних технологій, як національний пріоритет у забезпеченні обороноздатності України. Розроблено пропозиції щодо розширення та подолання проблем на шляху розвитку науково-технологічної сфери для створення озброєння та військової техніки. Визначено кроки налагодження ефективної взаємодії науки, освіти та виробничої галузі для розвитку інноваційної діяльності в сфері озброєння та військової техніки. Запропоновано забезпечення швидкого та ефективного впровадження критичних технологій у військово-промислове виробництво з максимальним ефектом та ключові завдання органу виконавчої влади.Introduction. Today, the scientific and technological sphere has become the main one for Ukraine in the fight against the aggressor - the Russian Federation, and mastering the so-called "critical technologies" (СT) is used to expand the capabilities of the defence capabilities and offensive operations of the Armed Forces of Ukraine, and in the post-war period to achieve the goals of national security ones, primarily military, military-economic and scientific-technological security. The goal of the article. The goal of the article is to generalize the world experience in the development of critical technologies (CT), analyze the state of this sphere in Ukraine, and develop proposals for overcoming problems on the way to the development of the scientific and technological sphere of the state. Methods (methodology). In the research the general scientific methods are applied, in particular theoretical generalization - to generalize the features and main directions of the implementation of innovative technologies in the section of the main functional areas of the military-industrial complex; system economic analysis - to assess the state and development of critical technologies to create the latest types of weapons, military equipment and the safety of functioning of the infrastructure. The results. The world experience of introducing critical technologies is considered. The state of development of critical technologies is analyzed as a national priority to ensure Ukraine's defence capability. The proposals for expanding and overcoming problems on the way to the development of the scientific and technological sphere to create weapons and military equipment have been developed. The steps for establishing an effective interaction of science, education and the industrial sector to develop innovative activities in the field of armaments and military equipment have been determined. Provision of quick and effective implementation of critical technologies in the military-industrial production with maximum effect and key tasks of the executive authority are proposed.
