Financial Basis of Labor Resources Development: Essence-Genesis Nature.

Abstract

The essence of labor finance requires theoretical generalization within the institutional, dialectical and systemic approaches and taking into account the peculiarities of the labor market. According to the institutional theory, the priority of the development of property institutions and competition in the implementation of certain social programs for certain categories of citizens is determined. The institutional approach examines the financing of human resources, taking into account the peculiarities of the development of financial markets and institutions. The target program of labor resources development in Ukraine should include the following structural components: demographic; vocational training and retraining; social (improving the process of socialization of the population); personnel.
