Застосування програмно-цільового підходу в регіональній економічній політиці

Abstract

У статті запропоновано реалізацію програмно-цільового методу через системний підхід за допомогою визначення регіональних аспектів. Суть цього підходу полягає в умінні побачити регіон і його проблеми як систему, не розбиваючи її на складові, а лише окреслюючи пріоритети для забезпечення збалансованого сталого розвитку економіки, вдосконалення виробництва товарів і послуг на основі досліджень науки і досягнень техніки, соціального захисту населення та зростання його добробуту, що є найважливішою метою структурної перебудови економіки. Взаємозв'язок між елементами дає можливість не просто побачити проблеми і описати їх, а також зрозуміти, на які з них необхідно впливати для досягнення найбільшого ефекту від вкладення фінансових ресурсів у цільові програми.

The paper has proposed the implementation of program and target method through a systematic approach by identif ication of regional aspects. The essence of this approach lies in the ability to see the region and its problems as a system rather than splitting it into components, but only allocating priorities to ensure balanced sustainable development of economy, improvement of production of goods and services on the basis of studies of science and technology, social protection of the population and its growing prosperity which is the most important objective of economic restructuring. The relationship between the elements gives the opportunity not only to see the problems and describe them but also to understand which of them you should influence on to achieve the greatest effect from the investment of financial resources in the target program.
