Концепція модернізації системи соціально-економічного забезпечення осіб з інвалідністю

Abstract

У статті сформулювано принципи, методи та підходи до концепції модернізації системи соціально-економічного забезпечення осіб з інвалідністю. Запропоновано Концепцію модернізації системи соціально-економічного забезпечення осіб з інвалідністю, яка визначає мету, стратегічні напрями, цілі та пріоритетні завдання їх вирішення. Сформульовано конкретні завдання, які варто виконати в межах перерахованих вище пріоритетів Концепції. Реалізація в Україні засад соціально-економічного забезпечення осіб з інвалідністю країн ЄС має оптимізувати ринок праці, сприяти підвищенню рівнів ефективності витрачання бюджетних соціальних видатків, якості надання відповідних соціальних послуг. У випадку досягнення зазначених в Угоді цілей особи з інвалідністю в Україні отримають вигоди від державної соціальної політики, спрямованої на посилення їх соціально-економічних інтересів, залучення до складу економічно активного населення та зниження рівня соціальної напруги в країні. Результатами, які очікується отримати внаслідок модернізації системи соціально-економічного забезпечення осіб з інвалідністю, мають бути, насамперед, забезпечення реалізації прав громадян, закріплених у Конституції України.The article formulates the principles, methods and approaches to the concept of modernization of the system of social and economic provision of persons with disabilities. The Concept of modernization of the system of social and economic provision of persons with disabilities is proposed. It defines the purpose, strategic directions, goals and priority tasks of their solution. Specific tasks that should be performed within the framework of the above-mentioned Concept priorities are formulated. Implementation in Ukraine of the fundamentals of social and economic provision of persons with disabilities, which are followed by the EU countries, should optimize the labour market, increase the level of efficiency of expenditure of budgetary social expenditures, and the quality of providing relevant social services. In case of the achievement of the goals, which are determined in the Agreement, persons with disabilities in Ukraine will benefit from state social policy. This policy aims to strengthen their social and economic interests, attract them into the economically active population and reduce the level of social tension in the country. Among the expected results of the modernization of the system of social and economic provision of persons with disabilities we can define the ensuring the realization of the rights of citizens which are in the Constitution of Ukraine.
