Управління розвитком інноваційної інфраструктури підприємств аграрного сектора економіки України

Abstract

Дисертаційну роботу присвячено обґрунтуванню теоретичних, методичних та практичних засад управління розвитком інноваційної інфраструктури підприємств аграрного сектора еконо міки України. У дисертації розвинуто методологічну базу формування системи інфраструктурного забезпечення інноваційно-орієнтованого сільсько-господарського виробництва для розвитку, ефективної діяльності та підтримки різнорівневих структур інноваційного типу, диференціація характеру заходів щодо розвитку яких грунтується на поділі їх науково-інноваційного, виробничо-інноваційного та підприємницько-господарського потенціалу межах формування інституційного середовища Визначено, що інфраструктурне забезпечення – як система ринкових, виробничих та соціальних елементів може розглядатись через сукупність зв’язків та економічних відносин з суб’єктами господарювання, що перебувають під впливом чинників макроекономічного середовища, а також обумовлені особливостями організації й управління діяльністю підприємств. В контексті розмежування чинників впливу на процес формування інфраструктури «відкритого еко-типу», що визначається новітніми формами організації системи ведення виробничої діяльності й впровадженими типами екологічних інновацій в умовах переходу до інноваційно-орієнтованого сільськогосподарського виробництва, виділено принципи, що лежать в основі створення системи та розробки інструментів реалізації механізму розвитку інноваційно-орієнтованого еколого-безпечного відтворення ресурсів аграрних підприємств. 3 Встановлено, що в основі побудови механізму забезпечення ефективного функціонування інноваційної інфраструктури підприємств аграрного сектору лежить модель інноваційного розвитку соціально-економічних систем, що базується на методологічних підходах та основних економічних теорій конкурентоспроможності у зовнішньому та внутрішньому економічному середовищі. Управління розвитком інноваційної інфраструктури підприємств аграрного сектору вбачається за доцільне здійснювати через систему організаційних, владних, мотиваційних, кваліфікаційних стимулів та впливів що мають організаційну єдність та перебувають у стані готовності до реалізації інновацій. Впровадження на практиці такого підходу відповідає інноваційному стилю менеджменту системи знань у циклічному взаємозв’язку «наукове середовище – освітній простір – виробничі системи», що відповідає концепції інтелектуалізації розвитку суспільства та є поєднаним з раціонально збалансованим комплексом інновативності аграрного підприємництва. Обґрунтовано концептуальні засади управління інноваційним розвитком підприємств аграрного сектору, що ґрунтуються на наукових підходах до формування інноваційної інфраструктури підприємств, сучасних досягненнях науки і техніки, потребах аграрних підприємств в інфраструктурному розвитку та відповідають стратегічним цілям розвитку аграрного сектора економіки України Запропоновано багаторівневу типологізацію розвитку інноваційної інфраструктури підприємств аграрного сектору за напрямами та сферами, що дозволило сформувати вектори результативності такого розвитку на підприємницькому, галузевому та загальнодержавному рівні за сферами інноваційних змін: організаційно-управлінська, фінансово-економічна науково-технічна, соціальна та екологічна. Запропоновано науково-методичні підходи до визначення структурних регуляторів розвитку інноваційної інфраструктури як концептуальної складової стратегічного розвитку підприємств аграрного сектора економіки 4 на основі встановлення напрямів та реалізації механізмів, що використовуються у разі відхилення від визначених стратегічних орієнтирів розвитку у сфері освіти, науки, фінансово-економічної, соціальної, інформаційно-консультативної систем та державної підтримки. Визначено, що на активність інноваційного розвитку підприємств аграрного сектору економіки впливає формування його інфраструктурного забезпечення, передусім наукової складової, що визначається науковим потенціалом держави та реалізується шляхом взаємодії наукових, фінансових, виробничих, консалтингових, маркетингових, інформаційно-комунікативних, юридичних, освітніх, організацій з питань трансферу технологій тощо. Формування наукового середовища як сукупності елементів наукового простору виконує стимулюючу функцію проведення нових наукових досліджень для інноваційного розвитку та відіграє роль індикатора зростання розвитку продуктивних сил суспільства та вдосконаленні відносин у сфері виробництва, обміну та розподілу продукції. Доведено, що розвиток інноваційної інфраструктури має забезпечуватися насамперед створенням інноваційних підприємств (інноваційних центрів, технопарків, інноваційних бізнес - інкубаторів тощо) та утворенням кластерів, взаємопов’язаних систем, необхідних для ефективного здійснення усього циклу інноваційної діяльності  від генерації ідеї до реалізації нововведення. Обґрунтовано, що фінансування інноваційної інфраструктури підприємств аграрного сектору є визначальною умовою сприйнятливості техніко-технологічної системи до здійснення структурних трансформацій, інноваційної спроможності, інформаційної сприйнятливості, використання природних ресурсів та має вирішальне значення для формування попиту на інновації в аграрному секторі, що визначає потребу побудови ефективної інноваційної інфраструктури як чинника зростання темпів розвитку економіки та подолання диспропорцій галузевого розвитку. розширення інтеграційних зв’язків науково-освітніх установ з товаровиробниками. 5 Зроблено пропозиції щодо активізації державно-приватного партнерства шляхом впровадження механізму взаємодії господарюючих суб’єктів та територіальних об’єднань щодо розв’язання найбільш важливих завдань інфраструктурного забезпечення з системно поєднаними напрямами стратегічного розвитку сільських територій та впровадження у практичній діяльності програм організації територіальної взаємодії; визначення необхідного фінансового забезпечення для інвестиційних проектів. Доведено доцільність посилення інтегратора інноваційних змін через взаємодію державних органів влади, органів місцевого самоврядування, науково-дослідних установ, навчальних закладів, асоціацій, спілок, фондів та інших організацій у системі стратегічного управління розвитком інноваційної інфраструктури підприємств аграрного сектору, що позиціонується на національній моделі інноваційного розвитку та має на меті підвищення ефективності діяльності суб’єктів інноваційної інфраструктури. Обґрунтовано механізм стимулювання інфраструктурного розвитку підприємств аграрного сектору економіки через систему організаційно-правових та соціально-економічних факторів, до складу яких належать: законодавчі акти, регіональні та галузеві угоди, колективні договори, статути діяльності підприємств, організаційно-управлінська структура, штатний розпис штатів, правила, розпорядження, положення, організація інструкцій робочих місць, фінансово-економічне забезпечення, психологічний клімат в колективі та інформаційно-інноваційне навантаження на працівника. Встановлено, що механізми розвитку інноваційної інфраструктури підприємств аграрного сектору базуються на інноваційності та інтелектуалізації й реалізуються через сприйнятливість до інновацій та систему попиту на них, відповідають стратегічним засадам державної аграрної політики щодо зростання рівня життя населення у сільській місцеврсті та ефективності господарювання в аграрному секторі. The dissertation is devoted to substantiation of theoretical, methodical and practical bases of management of development of innovative infrastructure of the enterprises of agrarian sector of economy of Ukraine. The dissertation develops the methodological basis for the formation of a system of infrastructure support for innovation-oriented agricultural production to support, develop and effectively operate multi-level innovation structures, differentiating the nature of measures for the development of which is based on the division of their scientific-innovative, industrial-innovative and business-economic type. as part of the formation of a single institutional environment. It is determined that infrastructure - as a system of production, social and market elements, can be determined by a set of economic ties and relations with economic entities that are, on the one hand, under the influence of macroeconomic factors, and on the other - due to the specifics of zonal agricultural organizations. In the context of differentiation of factors influencing the process of formation of «open eco-type» infrastructure, which is determined by the latest forms of organization of production activities and implemented types of environmental innovations in the transition to innovation-oriented agricultural production, the principles underlying the system and selection of tools for the implementation of an effective environmental and economic mechanism of conservation and innovation-oriented reproduction of production resources. It is determined that the model of innovative development of socio-economic systems based on methodological approaches and basic economic theories of 7 competitiveness in the external and internal economic environment is the basis for building a mechanism to ensure the effective functioning of the innovation infrastructure of enterprises in the agricultural sector. We propose to implement the management system for the development of the innovation infrastructure of enterprises in the agricultural sector in a set of power, qualification, motivational, organizational stimulants, in their organizational interaction and psychological readiness for change. The implementation of such an approach is possible in a new style of knowledge management in the cycle «science – education – production», consistent with the concept of intellectualization of society in a rationally balanced combination of competence and intellectualization. Conceptual principles of management of innovative development of enterprises of agrarian sector based on scientific approaches to formation of innovative infrastructure of enterprises, modern achievements of science and technology, needs of agrarian enterprises in infrastructural development and correspond to strategic purposes of development of agrarian sector of economy of Ukraine are substantiated. A multilevel typology of the development of innovation infrastructure of agricultural enterprises by areas and spheres is proposed, which allowed to form vectors of effectiveness of such development at the business, sectoral and national levels in the areas of innovative change: organizational and managerial, financial and economic scientific, technical, social and environmental. Scientific and methodological approaches to defining structural elements of regulators of innovation infrastructure development as a conceptual component of strategic development of enterprises of the agricultural sector of the economy on 8 the basis of establishing directions and implementing mechanisms used in case of deviation from the set strategic guidelines in education, science, financial and economic, social, information and advisory systems and state support. It is determined that the innovative development of the economy depends on the level of development of its infrastructure, especially the scientific component, which is determined by the scientific potential of the state and implemented through the interaction of scientific, financial, production, consulting, marketing, information and communication, legal, educational, technology transfer organizations. etc. The scientific environment as a set of components of the scientific space now plays a growing role in the d evelopment of productive forces and the improvement of production relations, and new scientific research performs a stimulating function of social production. It is proved that the development of innovation infrastructure should be ensured primarily by the creation of innovative enterprises (innovation centers, technology parks, innovation business incubators, etc.) and the formation of clusters, interconnected systems necessary for effective implementation of the entire cycle of innovation from idea generation to innovation. It is substantiated that financial support of innovation infrastructure of agricultural sector enterprises is a determining condition for the formation of susceptibility of technical and technological system to structural transformatio ns, development of innovation capacity, information receptivity, use of natural resources and is crucial for demand for innovation in the agricultural sector. overcoming the asymmetry of information, increasing the demand for innovation, accelerating the commercialization of innovation second, the integration of scientific and educational institutions and manufacturers. Proposals were made to intensify the mechanism of public-private partnership by initiating cooperation between business entities and territorial associations in solving the most priority tasks of modernization of infrastructure, which are systematically combined with strategic directions of rural development and implementation of their territorial organization programs; determine the need 9 for modernization and approximate amounts of funding; develop investment projects; conducting competitions to select a private investorhe expediency of strengthening the integrator of innovative changes through the interaction of state authorities, local governments, research institutions, educational institutions of expert councils, associations, unions, foundations and other organizations in the system of strategic management of innovation infrastructure of agricultural sector, positioned on the national model innovative development and aims to increase the efficiency of all subjects of innovation infrastructure. The motivational mechanism of infrastructural development of enterprises of the agricultural sector of the economy through a set of organizational, legal and socio-economic factors, which include: legal framework, sectoral and regional agreements, collective agreements, company charters, organizational structure, staffing, rules, regulations, instructions , organization of workplaces, financial and economic support, psychological climate in the team and information and innovation load on the employee. It is established that the functional mechanisms of development of innovation infrastructure of agricultural enterprises should be based on the development of intellectualization and innovation through the system of demand for innovation and innovation susceptibility to meet the strategic direction of agricultural policy to increase rural living standards and efficiency of agriculture.
