Аналіз «стратегічних розривів» як складова реалізації цілей інноваційного розвитку регіону в умовах змін

Abstract

Вступ. У сучасних умовах, для яких характерні швидкі темпи змін в усіх сферах господарської діяльності, актуальною проблемою залишається формування гнучкого механізму управління реалізацією стратегічних цілей розвитку регіону. Важливим завданням при цьому є розроблення методичного інструментарію для моніторингу ситуації та прийняття тактичних рішень на кожному етапі.Мета. Метою роботи є формування теоретичних положень та аналіз «стратегічних розривів» як складової процесу реалізації стратегічних цілей розвитку регіону на інноваційних засадах в умовах змін.Метод (методологія). У ході дослідження використано методи статистичного аналізу та порівняння, метод прогнозування на основі екстраполяції, методичний підхід GAP-аналізу. Результати. Проведено аналіз сучасного стану та динаміки інноваційної активності промислових підприємств Закарпатської області, визначено фактори впливу на розвиток інноваційного процесу. Побудовано прогнозні моделі динаміки розвитку інноваційної діяльності регіону. Адаптовано модель GAP-аналізу для оцінки «стратегічних розривів» на кожному етапі реалізації регіональних цілей інноваційного розвитку регіону. Запропоновано методичний підхід до їх обчислення та розробки необхідних заходів подолання в умовах розвитку позитивних та негативних сценаріїв.Introduction. The actual problem is a flexible mechanism for managing the implementation of the region’s strategic objectives in today's conditions. They are characterized by rapid changes in all spheres of economic activity. The development of the methodological tools to monitor the situation and tactical decisions at every stage has become an important task. Purpose. The aim of research is development of the theoretical principles and the analysis of "strategic gaps" as a art of the implementation of region’s strategic and innovative goals under conditions of changes. The method (methodology). The methods of statistical analysis and comparison, forecasting method on the basis of extrapolation, methodical approaches of GAP-analysis have formed the methodological basis of research. Results. The current state and dynamics of Transcarpathian region innovative activity have been analyzed. The factors which influence the development of the innovation process have been determined. Predictive models of the innovation dynamics in the region are constructed. GAP-analysis model has been adapted to assess the "strategic gaps" at every stage of the regional goals dealing with innovative development. The methodical approaches to the calculation and development of appropriate solutions to overcome gaps in process of working out of positive and negative economic scenarios have been recommended.
