Фінансові аспекти функціонування територіальних громад: теоретико-концептуальний зріз

Abstract

The article considers the content of the concept of «territorial community» and «finance of territorial communities» through the prism of theoretical and conceptual approaches. Specific features of the territorial community are given and the advantages of their formation are substantiated. The main provisions of the territorial organization of power on the basis of decentralization and building self-sufficient territorial communities are derived. The characteristic features of the finances of territorial communities and their role in the economic development of the administrative-territorial unit are determined. The composition, conditions of formation and use of own and involved financial resources are characterized. It is concluded that it is necessary to increase the level of financial capacity of the territories by finding additional sources of funding. У статті розглянуто зміст поняття «територіальна громада» та «фінанси територіальних громад» через призму теоретико-концептуальних підходів. Подано специфічні ознаки територіальної громади та обґрунтовано переваги їх формування. Виведено основні положення територіальної організації влади на засадах децентралізації та побудови самодостатніх територіальних громад. Визначено характерні особливості фінансів територіальних громад та їх роль у економічному розвитку адміністративно-територіальної одиниці. Охарактеризовано склад, умови формування і використання власних та залучених фінансових ресурсів. Зроблено висновок про необхідність підвищення рівня фінансової спроможності територій шляхом пошуку додаткових джерел фінансування.
