Напрями ініціювання розвитку інноваційної діяльності в сільському господарстві України

Abstract

Предметом статті є дослідження залежності дієвості інновацій від напрямів ініціювання розвитку такої діяльності. Мета роботи полягає в обґрунтуванні напрямів ініціювання розвитку інноваційної діяльності в сільському господарстві України. У статті використано наступні методи: метод аналогій, експертний метод, аналіз і синтез. Результатом статті є визначення чотирьох найбільш перспективних напрямів ініціювання розвитку інноваційної діяльності: утворення гнучких схем фінансового забезпечення інновацій, визначення динамічних організаційних форм відповідальних та структурних підрозділів і встановлення організаційного порядку розподілу витрат для створення інновацій, визначення організаційного порядку ціноутворення на інновації. Доведено, що підвищенню ефективності здійснення інноваційної діяльності сприятиме перехід до диференційованого її здійснення з обґрунтуванням трьох сценаріїв за результативністю від початкового впровадження інновацій: позитивного, негативного та нейтрального. При нейтральному результаті важливим є доопрацювання та уточнення характеристик інновації, при негативному - відмова від виробництва інновації, кардинальна зміна їх властивостей, а при позитивному - поширення обсягу виробництва та обсягу пропозиції інновації на ринку. Результати можуть бути використані при формуванні програмних документів щодо розвитку інноваційної діяльності на різних рівнях управління.The subject of the article is to study the dependencu of innovation efficiency on the directions of initiation of development of such an activity. The purpose of the article is to ground the directions of initiation of development of innovation activity in agriculture of Ukraine. Analogy method, expert method, method of analysis and synthesis are used in the article. As a result we have determined four perspective directions of initiation of innovation activity development. They are the formation of flexible scheme of financial ensuring of innovation, determination of adjustable organizational outline of responsible and structural subdivisions for creation of innovations, establishment of organizational order of expenditure distribution for innovations creation, estimation of organizational order of pricing for innovations. It is substantiated the transition to a differentiated accomplishment of innovation activity. We have also grounded three scenarios which are based on the efficiency of initial introduction of innovation (positive, negative or neutral) and can facilitate the efficiency increase. If we have a neutral result is significant remake and adjust the characteristics of innovations. If we have a negative result it is necessary to refuse from the innovation production, to change radically the properties of innovations. And if we have a positive result it is essential to expand the volume of production and supply of the innovations on the market. The obtained results can be used in the process of formation of program documents of development of innovation activity at different levels of governance and management.
