Моделювання енергетичної безпеки держави

Abstract

Основним завданням держави є створення належних умов для формування і реалізації політики захисту національних інтересів у сфері енергетики на всіх рівнях соціально-економічної системи країни. Водночас кожна держава має розробити власну модель і механізм забезпечення енергетичної безпеки, зважаючи на стан і перспективи розвитку національної економіки. Метою роботи є визначення концептуальних аспектів забезпечення енергетичної безпеки держави. У статті здійснено теоретичне обґрунтування проблем забезпечення енергетичної безпеки держави. Доведено необхідність наукових та практичних розробок його системи. Проведено порівняльний аналіз сучасних підходів до її оцінювання та моделювання. Запропоновано енергетичну безпеку держави подати як систему з чотирьох функціональних складових: економічної, техніко-технологічної, еколого-соціальної, ресурсної.

Introduction. The main task of the state is to create appropriate conditions for the formation and implementation of policies to protect national interests in the energy sector at all levels of the social and economic system. However, each state has its own model and develops a mechanism to ensure energy security, taking into consideration state and prospects of the national economy. Purpose. The aim of the article is to determine the conceptual aspects of energy security. In the article the theoretical substantiation of the problems of energy security has been done. Results. The problem of ensuring the energy security of the state is theoretically grounded in the article. It has been proved the necessity of scientific and practical development to ensure energy security. It has been carried out the comparative analysis of the existing approaches to the assessment and modeling of the energy security of the state. It has been proposed the energy security of the state as the present system of four functional components: economic, technical and technological, ecological and social, resource.
