Аналітичні дослідження фінансового забезпечення цифрової трансформації економіки

Abstract

В статті проведено дослідження фінансового забезпечення цифрової трансформації економіки України та зосереджено увагу на аналітичних підходах та можливостях оцінювання цифровізації, проведене емпіричне виявлення зв’язків між фінансовими домінантами та результативними показниками цифрового розвитку, а також оцінювання якості фінансового забезпечення цифрових змін. За основу покладено підходи OECD, Світового банку, Eurostat та Joint Research Centre Європейської Комісії, які дають підстави оцінювати цифрову трансформацію як вимірюваний економічний процес із системою взаємопов’язаних показників. Дослідження спирається на офіційні статистичні дані Держстату України, міжнародні аналітичні матеріали та наукові публікації. Визначено, що цифровізація економіки України розвивалась через зростання технічної доступності мережі Інтернет, розширення залучення персоналу до цифрового середовища, поширення електронної торгівлі та секторальну диференціацію цифрової спроможності підприємств. Запропоновано похідні аналітичні показники, зокрема коефіцієнт кризової стійкості, коефіцієнт посткризового відновлення та коефіцієнт монетизації цифрового каналу продажів. Проведено секторальне оцінювання цифрової спроможності підприємств із використанням нормалізації та інтегрального індексу. У ході емпіричного аналізу встановлено, що серед досліджуваних фінансових домінант найбільш тісний зв’язок із часткою обороту від електронної торгівлі продемонстрував кредит приватному сектору у відсотках до ВВП. Доведено, що якість фінансового забезпечення цифрової трансформації доцільно оцінювати за наступними характеристиками: достатність, доступність, диверсифікованість, сталість, результативність та охопленість. Розроблено алгоритм для аналітичної основи подальшого обґрунтування підходів до вдосконалення фінансового забезпечення цифрової трансформації економіки України.The article studies the financial support for the digital transformation of the Ukrainian economy and focuses on analytical approaches and opportunities for assessing digitalization, empirically identifies the links between financial dominants and effective indicators of digital development, as well as assesses the quality of financial support for digital changes. The approach is based on the approaches of the OECD, the World Bank, Eurostat and the Joint Research Centre of the European Commission, which provide grounds for assessing digital transformation as a measurable economic process with a system of interconnected indicators. The study is based on official statistical data of the State Statistics Service of Ukraine, international analytical materials and scientific publications. It is determined that the digitalization of the Ukrainian economy has developed due to the growth of technical accessibility of the Internet, the expansion of personnel involvement in the digital environment, the spread of e-commerce and sectoral differentiation of the digital capacity of enterprises. Derived analytical indicators are proposed, in particular the crisis resilience coefficient, the post-crisis recovery coefficient and the digital sales channel monetization coefficient. A sectoral assessment of the digital capability of enterprises was conducted using min–max normalization and an integral index. The empirical analysis found that among the studied financial dominants, the closest relationship with the share of turnover from e-commerce was demonstrated by credit to the private sector as a percentage of GDP. It was proven that the quality of financial support for digital transformation should be assessed according to the following characteristics: sufficiency, accessibility, diversification, sustainability, effectiveness and coverage. An algorithm was developed for the analytical basis for further substantiation of approaches to improving the financial support for the digital transformation of the Ukrainian economy.
