Житлова політика в Україні: проблеми та шляхи їх подолання

Abstract

Досліджено практику реалізації державної житлової політики України, проаналізовано державне регулювання забезпечення житлом громадян, здійснено огляд досвіду державної підтримки у сфері житлового будівництва. Подано пропозиції щодо часткового поліпшення житлових умов населення України. In the article the practical implementation of state housing policy of Ukraine, analyzed the state regulation of housing citizens carried review the experience of state support in housing.Posted proposal for partial improvement of living conditions in Ukraine. Under any social conditions, housing has always been for man is a vital necessity. Housing is value, which is in line with other core values of human life. Not incidentally, the constitutions of modern civilized States the right to housing acknowledges the inalienable right of every citizen. Ukraine is no exception. However, in practice, meet the housing needs of citizens of Ukraine, realization of their constitutional right to housing occurs with considerable difficulties. The level of housing security, quality of housing, its availability and other key parameters that characterize the residential sector, Ukraine today is much inferior to European countries. Despite some modern revitalization of the state in solving housing problems of citizens, it should be noted the persistence of significant disparities between the level of the existing in Ukraine the housing problem and the positive results of the government’s housing policy. For a significant number of citizens of their constitutional right to housing remains unfulfilled.
