Теоретичні підходи до оцінки впливу доходу на здоров’я населення

Abstract

p class="-"span lang="RU"Стаття присвячена проблемі оцінки впливу доходів на здоров’я населення. Проведено узагальнення теоретичних розробок за цією проблематикою. Так на основі аналізу концепцій взаємодії доходів та здоров’я, які запропоновані Д. Рафаелем, зроблено висновки щодо необхідності їх комплексного врахування на практиці. Класичну класифікацію доходів розглянуто через призму впливу доходів на здоров’я населення. Наголошено на важливості розгляду окремих видів доходів. Зокрема, показник реальних доходів, з позиції оцінки впливу на здоров’я, має більш важливе значення, ніж номінальних доходів, адже він демонструє дійсні можливості щодо придбання населенням медичних товарів та послуг, натуральних (за дорожчою вартістю) продуктів харчування тощо. Законність (легальність) отриманих доходів також є необхідним атрибутом оцінки, особливо для України. Це пов’язано із тим, що повноцінного механізму обліку як доходів, так й витрат, який показав би дійсний стан справ, у країні не існує. У контексті дослідження зв’язку «дохід – здоров’я» запровадження такого обліку дозволить отримати більш реалістичну картину щодо стану добробуту населення та його можливостей у збереженні здоров’я. Ключовим же аспектом дослідження є розподіл доходів за групами населення, адже соціально-економічна нерівність породжує нерівність у здоров’ї. /span/pp class="-"span lang="RU"Визначено місце доходу та його розподілу у системі соціально-економічних детермінант здоров’я населення. Зроблено припущення про чималу роль у формуванні доходів населення суспільно-політичних детермінант, до яких віднесено: рівень демократизації та корупції, ефективність державного управління, політичну ситуацію. Запропоновано механізм впливу доходу на здоров’я через інші детермінанти, такі, як: ранній період життя, харчування, освіта, соціальний капітал, доступність медичних товарів та послуг та інші. Тобто, дохід розглядається як одна із детермінант, які мають вирішальний вплив на здоров’я./span/pp class="-"span lang="EN-US"The article is devoted to the assessment of the impact of income on health. A generalization of the theoretical developments on this issue. So, based on the analysis of the concept of interaction of income and health, which are offered D. Raphael, conclusions about the necessity of integrating them into practice. Classical classification of revenue is considered in the light of the impact of income on health. It proved the importance of addressing certain types of income to assess their impact on health. In particular, from the standpoint of health impact assessment rate of real incomes more important than, the rate of nominal incomes, because it shows a reduction / increase in the population of the possibility of acquiring medical goods and services, natural (at the cost of more expensive) food, etc. Law (legality) of revenues is also a necessary attribute of evaluation, especially for Ukraine. This is due to the fact that a full accounting mechanism, both income and expenditure, which would show the true situation in the country does not exist. In the context of the study of the relationship "income – health," the introduction of this accounting will provide a more realistic picture of the welfare of the population and its capabilities in the preservation of health.
