Демократія і державні фінанси: двоєдинство проблем і можливостей

Abstract

Розглянуто історичні аспекти становлення і розвитку демократії як моделі управління державними фінансами. Подано погляди відомих вчених щодо наявності умов, необхідних для успішного розвитку демократичних засад у суспільстві. Визначено спільні точки дотику між демократичним механізмом і сферою державних фінансів та основні переваги і вади демократичної та авторитарної (диктаторської) моделей управління фінансами. In the article the history aspects of becoming and development of democracy are considered as management models of state finances, the outlook of well-known scientists are considered in relation to the presence of terms which are necessary for successful development of democratic bases in society, common points between a democratic mechanism and sphere of state finances are chosen, main advantages and disadvantages of democratic and authoritarian (dictatorial) management models of finances are determined.
