Abstract

When approving the passports of budget programs, the goals to be achieved by the results of its implementation are determined and that has reflected in the indicators of cost, product, efficiency, and quality of the budget program budget. Indicators for the efficiency of a separate budget program will differ, but they will necessarily have a common component – an estimate of average costs that fall on one person (consumer benefits). A consumer can be a student, a community resident, a young person, etc.
