Social Aspects of Program-Target Financing of Support for Persons with Disabilities.

Abstract

The Declaration of the Rights of Persons with Disabilities and the Convention on the Rights of the Child, adopted by the UN General Assembly, set priorities in the rights of persons with disabilities to education, health care, training and employment. The number of people with special needs is constantly growing and according to the World Bank - it is 10-12% of the world's population. There are various causes and consequences of disability, but the state must guarantee the well-being of its citizens, regardless of socio-economic circumstances. The priority of the social goals of the state is determined by concern for the life and health of persons with disabilities, which is manifested in the adoption of laws and regulations in general and state social programs. A promising direction in the implementation of state social programs is the legislative and regulatory provision of social guarantees for persons with disabilities for the implementation of measures for social support.
