Світовий досвід функціонування системи гарантування вкладів та можливості його використання в Україні

Abstract

У статті подано класифікацію систем страхування депозитів, проаналізовано її функціонування у провідних країнах світу. Звернено увагу на існування морального ризику, при визначенні розміру та об’єктів відшкодування вкладів. Досліджено та подано порівняльну характеристику основних аспектів законодавства про страхування вкладів у країнах ЄС та України. Проаналізовано розмір фінансових ресурсів Федеральної корпорації страхування депозитів США. Подано деякі аспекти функціонування страхування депозитів у Німеччині та Великобританії. Зазначено ключові принципи ефективної системи гарантування вкладів, розроблені Міжнародною асоціацією страховиків депозитів та зазначено їх виконання в Україні. Economic growth is impossible without reliable and stable functioning of the banking system. In the current economic conditions the increase of public confidence in the banks, through the development of national deposit guarantee system are particularly relevant. The aim of study can be determined as analysis of international experience of the deposit guarantee system and certain some aspects of the proceedings in Ukraine. The article presents the classification of of deposit insurance system and its functionality in the leading countries. Also analyzed the existence of moral hazard in determining the size and facilities refund deposits. It has been pointed the comparative description of the main aspects of legislation deposit insurance in the EU and Ukraine. Analyzed the amount of financial resources Federal Deposit Insurance Corporation United States of America. Posted certain aspects of deposit insurance in Federal Republic of Germany and the United Kingdom. Also analyzed the Core Principles for Effective Deposit Insurance wich developed International Association of Deposit Insurers. It has been pointed some recommendations to improvement of the national deposit insurance system.
