Особливості реформування місцевого самоврядування в Україні в контексті децентралізації влади

Abstract

Предметом статті є особливості реформування місцевого самоврядування в Україні в контексті децентралізації влади. Мета роботи полягає у характеристиці повноважень, які отримує система самоврядування в процесі децентралізації влади та механізмів забезпечення зазначеного реформування. Використано наступні методи: метод аналізу і с и нтезу, аналогій, експертний метод, метод функціонального аналізу. Результатом статті є розкриття особливостей функціонування публічного сектору, специфіки реформування місцевого самоврядування в процесі децентралізації влади з описом протиріч реформування, груп конфліктів компетенції, характеристикою розподілу повноважень у системі самоврядування за рівнями адміністративно-територіального устрою України. Результати можуть бути використані при впорядкуванні діяльності органів місцевого самоврядування різних рівнів управління.The subject of the article is study the peculiarities of reforming of local self-government in Ukraine in the context of decentralization of authorities. The aim of the article is to characterize the powers, that obtained the system of self-government in the process of decentralization of authorities and mechanisms of ensuring of the reforming. The following methods have been used in the article: method of analysis and synthesys, method of analogies, expert methods, methods of functional analysis. The main result of the article is the disclosure of peculiarities of functioning of public sector, the specificity of reforming of local self-government in the process of decentralization of power with discription of contradictions of reforming, groups of conflicts of competence, character of distribution of authorities in the system of self-government by the levels of administrative and territorial structure of Ukraine. The results can be used for adjustment of activity of authorities of local self-government of different levels of governance.
