Передумови виникнення недержавних пенсійних фондів: теоретичний аспект

Abstract

Обґрунтовано роль недержавних пенсійних фондів у структурі реформованих пенсійних систем у контексті сучасних соціально-економічних трансформацій. На основі узагальнення існуючих вітчизняних та зарубіжних поглядів на передумови виникнення недержавних пенсійних фондів сформовано авторське бачення підходів до їх становлення та розвитку. Зроблено акцент на дуалістичній природі фондів як соціально-фінансових інститутів, що знайшло своє відображення у теоретичних концепціях передумов їх виникнення. Introduction. There is a gradual reorientation of the pension systems to the saving principles of functioning in the process of reforming the pension systems. The increasing role of the private pension funds creates necessity to consider existing theoretical conceptions of their formation and development as well as rationalization of their place in the reformed pension systems. Purpose. The purpose of the article is systematization of the theoretical approaches for the emergence of the private pension funds and formation of the author’s vision about the preconditions for the funds being established as the social and financial institutions. Results. In the article, the main approaches (functional; institutional; structural and adaptive) for the preconditions for the emergence and development of the private pension funds, that reflect their dual nature, are investigated. Conclusion. Taking into account the existing national and foreign views on the preconditions for the emergence of the private pension funds, the author’s vision of the approaches to the funds being established and development is formed. Тhе emphasis is placed on the dual nature of the private pension funds as the social and financial institutions.
