Abstract

Дисертація присвячена механізмам формування та підтримки конкурентного середовища на ринку житлово-комунальних послуг. Узагальнено та проаналізовано основні концепції економічної конкуренції, формування конкурентного середовища. Розглянуті механізми функціонування ринку житлово-комунальних послуг, виявлені особливості його формування та чинники які впливають на рівень конкуренції. Структуровано механізми підтримки конкуренції на цьому ринку, досліджені ін ституційні засади захисту конкуренції. Проаналізовано стан розвитку ринку ЖКП, та зроблена оцінка його потенціалу. Досліджений діючий організаційно-функціональний механізм підтримки конкурент ного середовища, здійснений моніторинг ефективності заходів щодо підтримки конкуренції. Запропо новані шляхи удосконалення організаційно-економічного механізму формування та підтримки конку рентного середовища на ринку ЖКП, які полягають у побудові моделі підтримки конкурентного сере довища, в удосконаленні методики оцінки рівня конкуренції та контролю за нею та у виробленні механізмів підтримки підприємництва в сфері житлово-комунального господарства. The thesis is dedicated to the formation and support mechanism for the competitive environment on the housing and public utility market. The basic concepts of economic competition have been generalized and ana lyzed as well as the formation of the competitive environment. Existence mechanisms for the housing and utili ty market have been considered; the peculiarities for its formation as well as the factors that influence on the level of its competence have been discovered. The mechanisms for the market competition support have been structured, the intuition basis the competition protection have been researched. The conditions for the develop ment of the housing and public utility market have been analyzed and the assessment of its potential has been made. The organizational-functional support mechanism for the competitive environment has been researched; the measures to estimate the competition support efficiency have been carried out. The ways for the develop ment of the organizational-economic formation mechanism and support for the competitive environment on the housing and public utility market have been offered. They consist in the development of the support model for the competitive environment, improvement of the evaluation methods for the competition level and its controls, development of the support mechanisms for the entrepreneurship as well as the housing and public utility mar ket.
