Концептуальні підходи до трактування сутності сучасної фінансової політики інноваційного розвитку вищої освіти

Abstract

Обґрунтовано суть та принципи побудови фінансової політики інноваційного розвитку вищої освіти в Україні. Розглянуто питання та сутність інновацій, а також необхідність їх впровадження у сфері вищої освіти. Окреслено цілі та завдання, а також особливості складових фінансової політики, а саме – фінансової стратегії і тактики. Висвітлено питання важливості інновативного підходу до формування фінансової стратегії у вищій освіті. Запропоновано шляхи підвищення ефективності реалізації фінансової політики інноваційного розвитку вищої освіти. Introduction. Article reviews essence and principles of the financial policy of innovative development of higher education in Ukraine. Modern society requires more attention to quality of human capital which directly depends on results of government’s policy in higher education. Nowadays, the basis of successful economy growth is innovative development, which tends to achieve higher output from the same amount of input. Building up a stable and effective financial policy in higher education is root and hard process, which requires many government levels to work together. Purpose. The purpose of this paper is to make an analysis of government’s policy in higher education and to define conceptual approaches in to the interpretation of its essence in the contemporary economy. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Innovative development in higher education is an integral part of the economic activities of the state, focused on renewal of the productive forces, improving the economic conditions for all entities in its territory and providing additional support to those engaged in innovation activities. World economic thought interprets innovation as a potential transformation of scientific and technological progress in real, embodied in new products and technologies. Innovative development of higher education is characterized fundamentally new methods of management, the introduction of new technologies, nanotechnology. It also inherent progressive application management solutions, a new type of thinking at managers concerning both micro- and macro-level as the economy. Creating various scientific techno, technology parks, computerization and intellectualization management process.Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.
