Фінансове забезпечення охорони здоров’я в умовах соціально-економічних трансформацій

Abstract

Досліджено порядок формування фінансових ресурсів охорони здоров’я та оцінено зміни у його організації у зв’язку із проведенням реформи міжбюджетних відносин в Україні. Детально проаналізовано динаміку, структуру, джерела фінансового забезпечення охорони здоров’я, практику здійснення видатків державного та місцевих бюджетів України на зазначену галузь. З урахуванням зарубіжного досвіду та вітчизняних реалій виявлено основні проблеми формування фінансових ресурсів охорони здоров’я. Розглянуто порядок надання медичної субвенції з державного бюджету місцевим бюджетам, її використання та роль у здійсненні бюджетного фінансування медицини. Обґрунтовано необхідність та напрями удосконалення фінансового забезпечення охорони здоров’я в умовах соціально-економічних трансформацій. Introduction. An integral part of the development strategy of the Ukrainian state is to develop and implement measures to improve public health. This is one of the priorities of public policy because the level of health depends largely on the formation of labor and intellectual potential of Ukraine. Awareness of the importance of the health care system to ensure a high level of quality of life and understanding the need to strengthen it to withstand numerous new global threats and challenges, cause the active discussion of the scientific community on priorities and ways to reform the health care. The need to solve problems related to the search for additional sources of financing and rationalization of expenditures in health caused by the limited and ineffi cient use of available fi nancial resources requires the development of new approaches to fi nancial providing of this industry. Рurpose is the scientifi c substantiation of theoretical and practical bases of financial providing of health care, identifying the main problems expenditure of state and local budgets for the health sector and outlining ways to improve within socio-economic transformation. Results. In the article theoretical base of formation of financial resources of health care was justifi ed. The author analysed in detail the dynamics, structure, sources of financial providing of health care, the practice of expenditures of State and local budgets for health care in Ukraine. This made it possible to identify the main problems of financial resources of health care. The procedure for providing medical subvention from the state budget to local budgets, its use and role in budget financing of medicine was considered. Conclusion. As a result of the introduction of a set of measures as part of the medical and fiscal reforms failed to improve budgetary providing of health care. However, in the process of Ukraine’s integration into the global economic community provision the population with quality health services substantially depends on the effectiveness of state policy in the field of health care. The effectiveness of this policy may be improved by solving the problems discussed in the article and implementation of the proposed recommendations for the modernization of the fi nancial providing of medical industry. In particular, they relate to improving the calculation of medical subvention, its provision and use.
