Онтологічні засади соціальних трансфертів

Abstract

У статті досліджено онтологічні засади соціальних трансфертів як складного соціально-економічного феномену, що поєднує матеріальні, інституційні та ціннісно-нормативні виміри суспільного буття. Обґрунтовано доцільність застосування онтологічного підходу для поглибленого пізнання природи соціальних трансфертів, їхньої сутності, форм прояву та місця в системі публічних фінансів. Показано, що соціальні трансферти не зводяться виключно до інструментів фінансового перерозподілу, а відображають суспільні уявлення про справедливість, солідарність і соціальну відповідальність держави. У межах дослідження розкрито діалектику сутності та явища соціальних трансфертів, а також проаналізовано їх дуальну природу як об’єктивно необхідного елементу соціально-економічної системи та водночас соціально сконструйованого інституту, залежного від політичних і соціокультурних чинників. Зроблено висновок, що онтологічне осмислення соціальних трансфертів формує методологічне підґрунтя для підвищення ефективності трансфертної політики та розвитку системи соціального захисту населення.

The article is devoted to the study of the ontological foundations of social transfers as a complex socio-economic phenomenon that combines material, institutional, and value-based dimensions of social reality. The relevance of applying an ontological approach to the analysis of social transfers is substantiated, as it allows for a deeper understanding of their nature, essence, forms of manifestation, and role within the system of public finance. It is argued that social transfers should not be perceived solely as technical instruments of financial redistribution, but rather as socially embedded institutions reflecting dominant societal views on justice, solidarity, and the responsibility of the state toward its citizens. The study reveals the dialectical relationship between the essence and the phenomenon of social transfers, emphasizing their dual character. On the one hand, social transfers are interpreted as an objectively necessary element of modern socio-economic systems, arising from structural inequalities, social risks, and the need to ensure social stability and socio-economic reproduction. On the other hand, they are shown to be socially constructed mechanisms whose forms, scope, and institutional design depend on political decisions, cultural norms, and historically shaped social contracts. Special attention is paid to the distinction between stable (“necessary”) and adaptive (“additional”) social transfers, as well as to the dynamic nature of their institutional evolution over time. The paper highlights that changes in the forms and instruments of social transfers do not negate their underlying essence, but rather reflect transformations in institutional frameworks and public expectations. The article emphasizes the methodological significance of ontological analysis for economic research, as it makes it possible to overcome purely descriptive or narrowly applied interpretations of social transfers. The ontological perspective contributes to a more comprehensive understanding of their role in ensuring social security, reducing inequality, and maintaining social cohesion. It is concluded that the results of the study may serve as a theoretical basis for further interdisciplinary research and for improving the design and effectiveness of social transfer policies within contemporary public finance systems.
