Проблеми бюджетного фінансування та перспективи застосування інструментів фандрайзингу у системі вищої освіти України

Abstract

The article reveals problematic aspects of the modern scheme of distribution of state order places and budget funding of higher education institutions in accordance to the principle of "money follows the student", and assesses the prospects of using certain fundraising instruments to revenues diversify in higher education institutions. It is substantiated, that along with the advantages (competition between higher education institutions for attracting students with high learning outcomes; transition to educational services financing; stimulating the improvement of the educational process, innovation of syllabuses, improving the quality of training), the current model of state order causes movement students from regional higher education institutions to universities of the capital and several major cities, leads to decreasing of regional higher education institutions competitiveness. It is substantiated, that higher education institutions, which accumulate the basic part of the state order, also receive additional competitive advantages in costing of paid education. It is proved, that in the future it can increase interregional differentiation of the population's education level and deepens the gap in the socio-economic development of the regions. The reasons for the weak development of endowment funds in Ukraine are substantiated: incomplete legal regulation of their establishing and activity; lack of economic preconditions for efficient work of endowment funds (weak development of the stock market, high inflation, low rates of bank deposits, etc.); established social stereotypes about higher education (society inertia, stereotype about high levels of corruption in universities) and devaluation of higher education (weak link between higher education degree and living standards). It is indicated the relationship between the size of endowment funds and the level of prestige and recognition of higher education institutions. It is argues, that is promising for higher education institutions to attraction of additional revenues in the form of grants from the National Research Fund of Ukraine, analytic centres and charitable foundations, which implement programs to support reforms, as well as from providing mass education services. У статті розкрито проблемні аспекти застосування схеми розподілу бюджетних місць та бюджетного фінансування закладів вищої освіти за принципом "гроші ходять за студентом", а також проаналізовано перспективи застосування окремих інструментів фандрайзингу для диверсифікації джерел доходів навчальних закладів. Обгрунтовано, що поряд із перевагами, діюча модель розподілу державного замовлення на підготовку фахівців веде до відтоку студентів з регіональних закладів вищої освіти, зниження їхньої конкурентоспроможності, а в майбутньому може спричинити посилення міжрегіональної диференціації рівня освіченості населення та поглиблення розриву у соціально-економічному розвитку регіонів. Оцінені перспективи використання ендавментQфондів, залучення грантів та надання на комерційній основі масових освітніх послуг як джерел додаткових доходів закладів вищої освіти.
